For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Coordinator, Security to enable the enhancement of staff and program safety and security in the Western region. The Coordinator, Security is expected to use their knowledge and skills to provide dedicated safety and security expertise and support to the Fort Portal Office in accordance with IJM’s global security standards.
This position is based in FortPortal, Uganda and reports to the Senior Manager, Security.
Responsibilities:
• Take lead in overseeing safety and security of staff members and clients, during security operations, risk management, financial stewardship and contributing to initiatives and processes in the Western Region.
• Take lead on security operations by preparing security plans and conducting pre-deployment briefs/debriefs to staff members.
Ensure that mitigating measures are in place at all times to deter or deny identified threat and to preserve the security, safety and well-being of IJM staff in the Western region.
• Conduct office and staff residence safety and security assessments and advise staff and leadership on recommendations for the safety, security and protection of staff and IJM assets.
• Provide on-the-ground leadership in response to incidents while in the field and provide input to office and country leadership on crisis management.
• In collaboration with the Senior Manager, Security develops, reviews, and implements security related policies, standards, and procedures at the country office.
• Participate in the development of initiatives and processes that enhance networking with state and non-state security actors in the Western Region.
• Conduct regular and continuous reviews and inspections of current security procedures, policies, equipment, and systems at the Fort Portal office.
• Support the field office in implementation of the field security protocols.
• Provide timely concise and clear security briefs/debriefs, reports and staff advice.
• Evaluate current political, social, and climatic conditions for possible threats to the safety and security in the Western Region.
• Generate activity reports on security, including database analysis, new threats, responses, and vulnerabilities plus after-action reports including relevant lessons learnt from security and safety incidents.
• Provide early warning updates and mitigation expertise to the country office.
• Generate timely security incidents reports on minor and major occurrences affecting the office.
• Participate in identifying, recommending, and planning for security training for IJM staff and partners.
• Conduct security assessment, advise and support to casework teams on all IJM cases.
• Support and participate in the co-ordination of transport and operational deployment of vehicles.
• Conduct regular monthly checks to ensure emergency equipment such as CCTV, generators, intruder detection systems, door biometrics and fire extinguishers are in working order at the office.
• Provide a leading and guiding role on the critical steps needed in cases of emergency, and then coordinate with the Senior Manager, Security, Regional Manager, Western and the Country Director for the next course of action.
• Ensure all emergency contact numbers for staff are current and that a phone tree is in place in the office.
• Site protection and access control (target hardening in static or mobile guard force).
• Participate in IJM programs of professionalism and Christian spiritual formation.
• Ensure strict adherence to IJM operational, finance, programme and human resources policies.
Requirements:
• A bachelor’s degree in security related, international relations or other relevant field or candidate with equivalent combination of a certificate/diploma and relevant work experience in a law enforcement agency or INGO setting.
• A minimum of four (4) years’ experience in conducting protective service/ security operations for a law enforcement agency or with relevant INGO work experience.
• Expertise in the analysis of security threats, risks, and vulnerability in Uganda.
• Experience in crisis management preferred.
• Experience in conducting route analysis.
• Experience in security guard/contractor supervision preferred.
• Experience in VIP and/or witness protection preferred.
• Experience conducting investigations.
• Experience working in multi-disciplinary, cross-cultural environment.
• Formal protective service operation training preferred.
• Proven ability to design, implement and review tactical security operations in the field.
• Excellent security situation assessment, analysis, decision-making and oral and written communication skills.
• Fluency in the English language both written and spoken is mandatory. Working knowledge of local languages added advantage.
• Possesses a valid driver’s license (at least 5 years) with no incidents.
• Excellent Computer literacy with proficiency in MS Word, Outlook, Power Point and Excel.
