Internal Audit Manager Capital Markets Authority

The Capital Markets Authority (CMA) is a statutory body, established in 1996 by the Capital Markets Authority Act (Cap 84) as amended, to promote, develop and regulate the capital markets industry. CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development.

The CMA is mandated by law to:
1. Provide quarterly reports to the ARMC on the organization’s compliance with the approved policies, plans, procedures, laws and regulations; and effectiveness of internal controls, and significant audit recommendations
2. Review and update the ARMC audit charter as and when necessary.
3. Lead and supervise internal audit staff.
4. Advise management on improving business operations
5. Approve prospectus and other offering documents under which securities are offered to the public;
6. Develop the capital markets through removal of impediments and the creation of incentives for longer term investments in productive enterprises.
7. Cooperate with, any foreign regulatory authority in the performance of its duties;
8. Implement regional and international standards and best practice in securities markets, securities regulation and supervision. Protect investors; and
9. Operate an investor compensation fund.

The work of the CMA is also governed by the Securities Central Depositories Act, 2009 and the Collective Investment Schemed Act, 2003.

To deliver on its mandate efficiently and effectively, CMA is seeking to hire a qualified and self-motivated individual to fill the position of Internal Audit Manager as follows;

Job Purpose (also called job summary) Describe in summary the objective why this job exists:
To lead the internal audit unit and provide independent and objective assurance services to the Board and Chief Executive Officer regarding the management of resources, risks and operations of the Authority.

Responsibilities /Key Deliverables (list the key activities the job holder is expected to execute or conduct on a recurring basis during the life time of the position):
1) Initiate, develop and implement internal audit policies, plans and The Director Human Resources & Administration programs
2) Develop annual Internal Audit Plans and programs using a risk-based approach in conjunction with Senior Management, and for approval by the ARMC annually. Monitor the internal control environment of the Authority.
3) Ensure the audit process is utilized in identifying control weaknesses and developing recommendations within all divisions and operations of the Organization.
4) Coordinate external audits and monitor implementation of recommendations.
5) Communicate findings with Heads of function in a timely manner, and obtain agreement on root cause of issues, and commitment to implement recommendations.

Person Specification
Education & Training (Describe the level of academic training Create, maintain and regulate a market in which securities can be required for the position and any other essential training or qualifications required for the job):
1) A Bachelor’s Degree in Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies from a recognized University. (Accounting option) from a recognized University.
2) Must be a member of ICPAU
3) Membership to the Institute of Internal Auditors (IIA) an added advantage
4) Master’s degree in commerce, business or public administration, finance, or accounting from a recognized Institution is an added advantage.

Skills & Experience (Describe the specific previous work experience and competences required for the job, including the duration for which the experience should have been obtained Must have:
1) 1) at least five (5) years’ post qualification work experience as an internal auditor or compliance officer. At least three years’ experience in supervising and leading a team(s) in any of the above areas.
2) Knowledge of non-bank financial sector operations and risk based auditing is desirable.
