Job Title: Resident Engineer (Short-Term Contract)

About US:
The National Building Review Board is a government agency under the Ministry of Works and Transport established by the Building Control Act, 2013. The Board is mandated to monitor building developments; ensure that the design and construction of buildings and utilities to which the public is to have access cater for persons with disabilities; oversee, inspect and monitor the operations of Building Committees; hear and determine appeals from persons dissatisfied with the decisions of a Building Committee; and to determine the fees to be charged by urban and district building committees for approval of plans, issue of building permits and occupation permits.
Key Duties and Responsibilities: The Resident Engineer at National Building research Center shall be responsible for:
- Review and/or ensure the review of contract and design
- Ensure the contractor complies with established quality, time and cost requirements. compliance with set time schedules.
- Monitor and control the activities, resources, and expenditures required to build the project deliverables.
- Review, recommend, and follow up on payments
- Establish and undertake a frequent review of quality assurance and quality control systems.
- Participate in the maintenance of an updated project risk Register and ensure effective management of the risks.
- Participate in the maintenance of an updated record of issues that may affect the project implementation.
- Undertake and or coordinate the review of documents and manage the acceptance process for project deliverables.
- Ensure proper project closure and handover of project document / resources.
- Collecting information, producing and disseminating reports and documents as required.
- Communicating successes and new developments to NBRB.
Qualifications, Skills and Experience:
- The applicant must hold a bachelor’s Degree in Civil Engineering.
- Possession of a Masters Degree in Civil engineering will be an added advantage
- Must be a Registered Engineer with the Engineers Registration Board
- At least ten (10) years of demonstrable experience working on project development and implementation, including financial/budget management, procurement, and reporting.
- Knowledge and management experience with project management methodologies including results-based management.
- Proven record of managing resources in the private and/or public
- Proficient computer skills and use of relevant software and other
- Knowledge of Ugandan government systems and protocols a plus.
