About US:

The Department of Peacekeeping Operations (DPKO) is dedicated to assisting the Member States and the Secretary-General in their efforts to maintain international peace and security. DPKO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPKO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions.

 

Job Summary:   The most recent Department of Peace Operations Policy on Peacekeeping-Intelligence was promulgated in 2019 and aims at professionalizing the way the United Nations deals with peacekeeping-intelligence, primarily to better ensure the security of peacekeepers and to better protect civilians.

 

Key Duties and Responsibilities:  Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Develops, coordinates and delivers PKI-related training courses, both in-person and online.
  • Develops and, where requested, delivers PKI modules and/or lessons to be included in other United Nations courses.
  • Maintains thorough understanding of key policy developments related to peacekeeping-intelligence and associated themes.
  • Identified training gaps and conducts Training Needs Assessments in the field of PKI.
  • Maintains awareness of best practices in the field of learning, training and technology-enhanced learning including online learning.
  • Ensures quality assurance of training material and delivery.
  • Coordinates and liaises with other UN training entities on the topic of PKI-related training courses.
  • Initiates and coordinates outreach activities with national and regional training institutions with regards to intelligence-related training courses.
  • Serves as counterpart to academic institutions with regards to thematic research related to PKI.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Develops, implements and evaluates assigned programmes/projects.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions related to PKI training evaluation.
  • Organises consultative and other meetings, conferences, seminars and workshops to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Integrates gender perspectives and other key thematic issues across all training courses.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements.) and prepares related documents/reports (pledging, work programme, programme budget.)
  • Be prepared to conduct in-mission training course up to 30 days.
  • Performs other duties as required.

Qualifications, Skills and Experience:

  • The applicant for the United Nations Department of Peacekeeping Operations (DPKO) Programme Management Officer job should hold an advanced university degree (Master’s degree or equivalent) in political science, international relations, law, public administration, or related field or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of progressively responsible experience in intelligence or information analysis, political science, international relations, law, disarmament, security, or related area is required
  • Experience in military intelligence or military peacekeeping-intelligence is required
  • Experience in managing a project or a program is required
  • Experience writing and/or delivering intelligence-related training courses is required
  • Experience working in a peacekeeping operation or in a post conflict environment is desirable
  • Experience working in an integrated civilian-military-police environment is desirable
  • Languages: fluency in both oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
