Job Summary: The Business Transformation Officer will support the delivery of efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.
Key Duties and Responsibilities:
Planning:
- Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies, guidance, and digital transformation agenda.
- Support Uganda Country Office projects to deliver digital solutions, automation of business processes, data analytics and mobile applications in a timely manner and according to priorities and budgets.
- Identify opportunities for Digital Service improvement – Liaise with other offices and teams to plan, coordinate, and implement any expansion of WFP’s digital presence.
- Act as a project manager, manage estimates, prepare business cases, carry out resource planning, risk identification, and issue management for the effective delivery of IT solutions.
Assessment and Analysis:
- Use standard Business Analysis techniques to draft proposals relating to digital projects. Capture, analyze and document (i.e., through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards, and strategies.
- Support and contribute to strategic thinking, policies and guidelines on digital systems and tools in line with the Country Strategic Plan, ensuring alignment with corporate WFP policies and guidance.
Partnership:
- Troubleshoot and fix solutions in production and at deployment stage.
- Produce technical documentation, user guides, and standards. Integrate data from various back-end services and databases; map existing data infrastructures, data sources, data flows, and prepare raw data from these multiple sources for analysis and reporting.
- Support the identification, development, and management of potential partnerships for collaborative implementation of digital information systems.
- Serve as a focal point and advocate for data analytics and reporting; as well as digital information systems and tools in meetings with government, donors and other relevant development partners.
Solution development, testing and deployment:
- Collaborate with developers as needed to ensure timely delivery of features of the digital tools, including continuous enhancement of digital complaints and feedback mechanisms and real time monitoring systems.
- Collaborate with relevant Government entities, cooperating partners, and relevant stakeholders to support integration of data sources in digital information systems and tools.
Managing Team Members:
- Manage, coach, and mentor staff in their duties.
- Provide support to cross functional team members in relation to design decisions, implementations, and adherence to consistency across WFP digital platforms.
- Perform other duties as requested by your supervisor.
Qualifications, Skills and Experience:
- The applicant for the United Nations World Food Programme (WFP) Business Transformation Officer job should have completed an advanced degree or a first level degree with 5 years of related work experience, in Computer Science, Data Science, Information Systems, Statistics, Engineering Communication, Sociology, Digital/Product Design or another related field
- A minimum of three years of experience in deploying Information Management Systems like Identity and Benefits Management systems, or, developing database software solutions, or, integrating data analysis systems.
- Strong analytical and reporting skills, including the ability to analyze and report on research findings and draw actionable conclusions.
- Familiarity with data management tools like (Server-side – Python: Django/Flask/Pyramid, PHP: Zend Framework, Front-end – React, Content Management – Drupal, Databases: MariaDB/MySQL, PostgreSQL/PostGres, DevOps – Docker, or similar is an added advantage
- Experience drawing actionable insights from data analytics; comfortable using data analysis software (e.g., Tableau, MS Excel, Microsoft Power BI, SPSS etc.) to conduct analyses and relate the findings to challenge at hand. is an added advantage.
- Experience in briefing management on project progress
- Experience working closely with deployment, design, and development teams to optimize user experience on digital solutions.
- Advanced knowledge of digital solutions best practice, Certification in Project Management methodologies is an added advantage.
- Certification in Business Analysis is an added advantage.
- Excellent communication skills, including the ability to adapt communication style to a range of different stakeholder groups. Languages:
- Fluency in oral and written English, including strong writing skills
Competencies:
- Governance, Strategy and Architecture: Shares knowledge of IT governance process and system architecture development with team and analyses current designs for improvements and enhancements while ensuring compliance with legislation and specifies any required changes.
- Change Implementation, Project Management, Planning and Optimization: Utilises working knowledge of project and change management approaches to collect and analyse relevant data from multiple stakeholders to develop evidence-based business case for change.
- Technical Expertise: Exhibits deep technical knowledge in area of expertise and actively transfers knowledge to strengthen the skill base across the function; considers the most appropriate use of technical resources to ensure skill development and optimization of resource allocation.
- Service Management: Monitors and supervises maintenance and installation work against the established standards and protocols for service excellence and takes proper actions to correct inconsistencies and improve overall quality and customer satisfaction. Ensures that operational problems are identified and resolved.
- Client Management: Applies thorough understanding of the business, customers, new IT technologies and techniques to implement improved solutions and define service levels, standards and the monitoring process for client service staff.
- Procurement and Contract Management: Able to conduct a cost-benefit analysis of alternative technologies and vendor service level agreements to consolidate options and assess suitability.
