Job Summary: The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer plays a key role in ensuring the effective implementation of monitoring, evaluation, accountability, and learning activities within the organization. This position is responsible for the planning, coordination, and execution of various MEAL functions, with a primary focus on monitoring and evaluation (50% of the time), information management (30% of the time), and documentation of success stories and lessons learned (20% of the time). The MEAL Officer works collaboratively with program teams and stakeholders to gather and analyse data, report on program progress, and contribute to organizational learning and improvement.
Key Duties and Responsibilities:
Monitoring and Evaluation (50%):
- Develop and implement a comprehensive M&E framework and plan for all projects.
- Design and manage data collection tools and processes for routine data collection, baseline studies, and evaluations.
- Conduct regular data collection, verification, and validation to ensure the quality and accuracy of data.
- Analyze data to track progress, identify trends, and inform decision-making.
- Prepare and submit regular M&E reports to management, donors, and relevant stakeholders.
Information Management (30%):
- Develop and maintain information systems, databases, and repositories for data storage and management.
- Ensure data security, accuracy, and accessibility for authorized users.
- Lead the design and implementation of data management protocols and procedures.
- Train staff on the use of information management systems and ensure data is properly entered and updated.
- Troubleshoot and resolve any data management system issues.
Documentation of Success Stories and Lessons Learned (20%):
- Collect and document success stories, best practices, and lessons learned from program implementation
- Create and maintain a database of documented success stories and lessons for reference and sharing.
- Develop and distribute periodic reports showcasing achievements and lessons to internal and external stakeholders.
- Collaborate with program teams to facilitate knowledge sharing and learning events.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in a relevant field, such as Monitoring and Evaluation, Public Health, Social Sciences, or a related discipline.
- Proven experience in monitoring and evaluation, data management, and documentation within the context of non-governmental organizations (NGOs).
- Knowledge of information management systems and databases.
- Familiarity with USAID donor reporting requirements is a plus.
- Strong proficiency in data analysis using relevant software tools (e.g., SPSS, Excel).
- Excellent communication and report writing skills.
- Ability to work collaboratively and build effective working relationships with colleagues and external partners.
- Strong attention to detail, analytical thinking, and problem-solving skills.
- Strong organizational and time management skills.
