M&E Advisor Management Sciences for Health (MSH)

The M&E Advisor works with the Senior CLA/Data Use Manager and the Technical Advisors to :
• Ensure the development and implementation of the performance management plan (PMP) as well as program indicators necessary to track program targets and objectives.
• H/She also supports the MoH and other relevant stakeholders to establish adequate national supply chain indicators and works with the Technical Advisors and/or national stakeholders to ensure that developed or to be developed information system tools adequately capture these indicators.
• H/She oversees the tracking, analysis, interpretation and utilization of all program data.
• H/She will assist in the compilation of program quarterly and annual reports. The Advisor analyses data, undertakes statistical analysis and helps ensure evidence-based communication, learning and adaptation of strategies and approaches.
• The M&E Advisor must be well acquainted and must have hands on experience with USAID M&E procedures and practices and have knowledge and experience of logistic and supply chain management indicators i.e. PEPFAR indicators.
• M&E Advisor will provide technical support in the design and implementation of impact assessments in regard to pharmaceuticals and supply chain management interventions in a participatory and inclusive manner.
• In carrying out these responsibilities, s/he establishes, nurtures, and maintains strong working relationships with a wide range of players with varied perspectives.
• The position contributes to building capacity of local counterparts and partners around data use, including enhancing their capacity to interpret data and leverage data visualization from digital technologies;
• He or she will participate in national initiatives on digital technologies to improve data visualization.

QUALIFICATIONS
• Bachelor’s degree in public health, demography, statistics or related field with a minimum of 6 years’ experience in the health sector / systems monitoring and evaluation, statistical analysis, research and documentation
• Master’s degree in public health, demography, statistics or related field with a minimum of 4 years’ experience in the health sector / systems monitoring and evaluation, statistical analysis, research and documentation.
