Programme Coordinator, Integrated SRHR UNFPA

The Programme Coordinator, Integrated SRHR leads the Sexual and Reproductive Health (SRH) team of UNFPA Uganda Country Office; ensures effective linkages of SRH, Gender and Human Rights (HR) and Youth Development in the Country Programme; and supports application of people-centered integrated approaches across the life course by leaving no one behind by the UNFPA Uganda Country Office.

The post holder is a senior specialized officer who leads and manages the delivery of SRH as per the new CPD with a specialized focus on family planning. The Programme Coordinator, Integrated SRHR contributes to the design, development and management of an innovative and responsive country programme. S/he responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements and donor contacts, and complex programme/project execution modalities. S/he actively cultivates and develops strategic partnerships with key national stakeholders and development partners and ensures that these relationships remain intact even through the periodic rotations of UNFPA country leadership.

The Programme Coordinator will provide overall coordination, supervision/management and technical advice to direct reports to ensure optimal programme implementation, effective use of resources, quality tracking of results, adequate coordination, evidence-informed advocacy for policy change and clear communication of UNFPA mandate, work and results in the country across humanitarian and development continuum..
S/he will work under the overall guidance of the Representative and will be directly supervised by the Deputy Representative.

Job Purpose:
Under the supervision of the Deputy Representative the Programme Coordinator, Integrated SRHR substantively contributes to the acceleration of efforts towards achieving the goals of the UNFPA Uganda CO as per the CPD by effective techical and managerial leadership of the Sexual and Reproductive Health (SRH) team of UNFPA Uganda Country Office. The Coordinator ensures effective linkages of Maternal Health, Family Planning, Gender in particular gender-based violence and harmful practices, Human Rights (HR), Population Dynamics and Youth Development portfolios in the Country Programme; and ensures an integration of these technical areas into other areas and work of UNFPA Uganda Country Office.

S/he will work to keep the issues of Sexual Reproductive Health and Rights (SRHR) high on the agenda of Government and of the Development Partners, optimize the allocation of resources, create synergies, influence policies and improve consistency and effectiveness of UNFPA’s work in the country within a framework of integrated delivery of programmes.

Responsibilities:
The Programme Coordinator, Integrated SRHR will be responsible for:
A. Programme Management and Technical Support for integrated planning and delivery of CPD
Promoting a results-based approach and integration of innovative policies and strategies into the design and formulation of country programmes, sub-programmes and projects based on strategic priorities and responsive to the countries’ needs.
• In collaboration with Government counterparts, CSOs and other partners, overseeing the strategic design and implementation of UNFPA CPD in the country, aligning with Government priorities and UNFPA programmes, policies and procedures.
• Contributing to effective coordination related to SRH, gender equality, Population Dynamics and youth development in the country.
• Providing high level technical advice to partners when needed, including supporting capacity building of government officers and development partners to generate, analyze and utilize quality data for evidence-based decision making, policy and program formulation, monitoring and evaluation
• Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration. Provides technical support to the development of relevant evidence-informed advocacy and policy documents to address SRH, Gender and Youth Development issues in the country.
Offer technical advice and support to officers and implementing partners to ensure efficiency, effectiveness and coherence of program implementation.
• Lead and provide technical guidance to the UN convergence areas that are relevant to the UNFPA’s mandate in the country.
B. Management and Oversight of the Family Planning Programme
• Providing overall strategic and programmatic leadership for the Family Planning programme, including Reproductive Health Commodity Security, in both development and humanitarian settings.
• Providing leadership in mobilizing resources for Family Planning activities including identification of Family Planning needs and appropriate potential donors; and development of proposals.
• Providing leadership in monitoring, review and evaluation of FP programmes; and in developing response plans to consolidate any strengths and to address any identified gaps.
• Supporting the Ministry of Health, districts and other relevant partners in development, implementation and monitoring of relevant policy and technical strategies including the district Family Planning Costed Implementation Plans.
• Providing leadership in mainstreaming Family Planning into relevant Ministries, Agencies, Departments (MDAs) and Districts as part of the national and district strategic and operational plans and budget frameworks, and in line with the agenda for harnessing the Demographic Dividend.
• Providing leadership in analysis of the political, social and economic environment that imparts on FP programmes and formulating appropriate policy and programmatic adjustments to harness any opportunities and mitigate any risks.
Providing leadership in establishing and maintaining partnerships with FP relevant stakeholders, networks, alliances and coalitions to ensure a collective effort towards FP Advocacy and Programming including engagement with and support to the Uganda Family Planning Consortium (UFPC).
• Representing the Country Office in relevant national and sub-national Technical Working Groups (TWGs)/Fora to provide technical support and position UNFPA’s Family Planning mandate.
C. Monitoring, Evaluation and Knowledge Management for Policy Advocacy
• Overseeing achievement of programme results by ensuring that monitoring and oversight mechanisms are established and implemented
• Ensuring effective knowledge management strategies are implemented by the programme team, capturing lessons learned and best practices for future planning; addressing training needs of partners and staff.
• Supervise the team and advise implementing partners in the country in preparing and submission of technical and financial reports in conformity with signed donor agreements and in accordance to UNFPA guidelines and standards.
• Actively participate in the evaluation and documentation of program results in the country, best practices and lessons learned and effectively share these with relevant partners to inform programming, policy and advocacy.
Monitor the technical quality and financial effectiveness and accountability of UNFPA-supported programmes in the country to ensure value for money.
• Support capacity building of team members to generate, analyze and utilize quality data for evidence-based decision making, policy and program formulation, monitoring and evaluation
D. Partnerships and Communications
• Establishing and maintaining mutually respectful relationships with strategic partners, District Local Government (DLG), development partners, UN agencies and implementing partners and other duty bearers in the country to facilitate timely and efficient delivery of programmes
• Reviewing the political, social and economic environment relevant to UNFPA programme activities in the country, and pursuing opportunities for UNFPA assistance and intervention. This includes promoting UNFPA’s mandate areas in national development planning and budgeting processes in the country, and policies
• Actively promoting and supporting UN Reform/delivering as one initiatives and the UN Area Coordination in the country to strengthen coordination, coherence and efficiency of the programmes
• Work with media to publicize UNFPA’s development and humanitarian work and achievements, to disseminate UNFPA’s results in national media.
• Support accountability and Programme visibility for UNFPA programmes in the country, in alignment with donor signed agreements. Provide leadership in demonstrating UNFPA’s work to the government and development partners to enhance goodwill and partnership.
• Maintain solid, cooperative and multi-sectoral working relationships with the Government, UN partner agencies and other stakeholders. Liaise with partners to ensure that ICPD agenda is taken into consideration
E. Administration, Management and Representation
• Coach and supervise professional and support staff; responsible for staff performance and advises on development needs; manages the delivery and performance of direct reports; undertake capacity building among UNFPA staff and first-line counterparts for issues pertaining to programme management and advocacy towards ICPD goals
• Liaising with the Operations Manager and the Programme Delivery and Coordination Specialist to strengthen support to team members
• Facilitating professional development of staff and promote their safety and well-being
• Represent UNFPA at key events where required, with regard to UNFPA’s mandate
• Provide leadership, supervise and regularly appraise staff

F. General Support
• Stand-in for other team members on selected functions as may be required.
• Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:
Education:
• Master’s Degree in health, population, demography, development, gender, youth development, law and/or other related social science field.

Knowledge and Experience:
• At least 7 years of increasingly responsible professional experience in the field of development and population activities;
• Significant work experience in the field of Sexual and Reproductive Health, Gender, Youth and Human Rights is preferred.
• Specialized knowledge and experience within Health Systems Strengthening and integrated SRH, gender, and youth development approaches will be desired;
• Experience in strategic planning and implementation; programme/project management including experience in large multi-sector programmes;
• Experience in fruitfully and diplomatically engaging government agencies will be an asset.
• Field experience is an asset;
• Prior experience in the UN system is an asset
• Excellent communication skills and experience with management of staff in multi-locations.
• Substantive work experience in the field of SRH, gender, and youth development
• Specialized knowledge and experience within Health Systems Strengthening and integrated SRH, gender, and youth development approaches is desirable.
• A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage
• Demonstrated ability to work in and lead a diverse multi-skilled team

Languages:
Fluency in English; knowledge of other official UN languages is desirable.
