PACHEDO FOUNDATION is a development organization duly registered as an NGO with Uganda NGO bureau and has been working in Uganda since 2007. PACHEDO FOUNDATION is operational in the Districts of Gulu, Lamwo, Amuru, Adjumani, Yumbe, Terego and Kole Districts implementing programs in four main sectors of Health/Nutrition, Protection; Food Security and Livelihoods; and climate change/Disaster Risk Reduction. The overall goal of the organisation is responding to humanitarian emergencies and development needs.
Job Summary: The Protection Programme Officer will be the Protection focal person and will play a core role in resource mobilization, provide technical assistance to the organization including field staff professional growth, proposal writing, initiate research and learning in the line department towards achieving organizational Protection Programme goals and in addition play managerial functions.
Key Duties and Responsibilities:
Strategic leadership
- Take a lead in building PACHEDO’s Protection strategies that will help in providing the strategic direction in the organization programming and design of projects.
- Provide technical assistance to PACHEDO staff and Senior Management such as technical training and mentorship, develop learning materials and support in health related partner/consultancy trainings
- Guide the senior management in all areas of Protection strategic planning and developments.
- Provide mentorship and capacity building to project coordinators to equip them with project management competencies
Resource Mobilization and fund raising,
- Identify funding opportunities, designing competitive and fundable proposals and concepts)
- Strengthen Partnerships and Networking for resource mobilization, learning and collaboration (identifying relevant partners, maintaining and engaging in joint resource mobilization, researches, local and international learnings), National, regional and international networking and collaboration such as maintaining thematic working group meetings organized at the national level, MGLSD etc., including those fora organized by NGO networks.
Monitoring, Evaluation and Learning
- Provide periodic Monitoring and supervision of performance in Health Nutrition programs and projects for improved programming and design of approaches.
- Ensure periodic Evaluation of programs
- Support M&E in developing and reviewing Protection M&E tools
- Reviews Protection Program and project reports to ensure that they conform to the donor reporting guidelines and organization strategic plan and requirements.
Research and Assessment
- Lead in research and baseline surveys (initiates research and leadings in PAHEDO’s Protection models/approaches for scale-up).
- Lead in organizing baseline surveys and assessment provided in projects.
- Take lead in organizing proposal initiation and writing baseline.
- Plays a key role in documenting best practices, organizing and participating in learning events
- Monitor program health contextual indicators and organize research initiatives to enrich health programming and proposal development.
Leadership and Coordination
- Protection focal point person in the organization provide overall technical leadership by guiding the SMT in the development of competencies and frameworks relevant for recruitments, appraisals in Protection programming, management and service delivery.
- Support in coordination functions
- Provide project management where need arises.
