• Broad knowledge of USAID/PEPFAR OVC-HIV results tracking and reporting systems,
• Demonstrated experience and familiarity with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems in developing countries.
• Prior experience in delivering capacity building aimed at developing local capacity, especially at national and Subnational Levels.
• Strong interpersonal, oral, and written communication and negotiation skills. Fluent in written and spoken English.
• Ability to develop a good working relationship with local organizations, local governments, other program partners and counterparts in order to contribute at the highest level to project deliverables

Responsibilities
• Support in the design, development, and implementation of the OVC Kampala Activity M&E Systems.
• Support the MEL Advisor in the development and update of USAID OVC Kampala Activity Monitoring, Evaluation, and Learning Plan (AMELP)
• Support the development of Project M&E Activity work plans, Performance standard Processes, and monitoring Implementation practices of USAID OVC Kampala Activity activities to ensure data and service quality.
• Spearhead the development of new data collection tools and Standard operating procedures for USAID OVC Kampala Activity inclusive of DCTs version management and revisions based on project changes
• Support the identification, adaptation, or development and Modification of the Activity Management Information Systems (MIS) useful in monitoring Key Project Performance Indicators.
• Build the Capacity of both MEL and Program ICYD teams in M&E principles, practices, and data management processes including adaptive management.
• Provide technical guidance to MEL and Program teams in the collection and collation of filled Data collection tools from the field with a keen emphasis on completeness, accuracy, validity, consistency, and timeliness.
• Carry out Data and Service Quality Assessments, Vulnerability assessments, Beneficiary satisfaction, and application of quality improvement approaches for USAID OVC Kampala Activity.
• Lead consolidation of Monitoring and performance data for reporting against performance indicators for donor and internal program reviews and reporting.
• Develop clear strategies and processes for Collaboration with both internal and external Key stakeholders including avenues for linkages, learning, sharing experiences, documenting challenges and successes for corrective action, and Adaptive management.
• Collaborate with other USAID OVC Kampala Activity Technical staff to ensure accurate and timely development of Technical Briefs, Monthly, Quarterly, and Annual Reports for Donor and Organization obligations.
• Lead the supervision of all M&E staff implementation team and MEL processes on the OVC Kampala Activity inclusive of the Identification and management of M&E Capacity to implement effectively.
• Perform any other duties as assigned by the Supervisor.
Qualifications
• Bachelor’s Degree in statistics, Quantitative Economics, Information Systems and Technology, Social Sciences, Development Studies, or a related field.
• A postgraduate qualification in Monitoring and Evaluation will be an asset.

• At least 6 years of demonstrated experience in Monitoring, Evaluation, and Research with USAID or PEPFAR OVC-HIV programs.
