About US:
The Capital Markets Authority (CMA) is a statutory body, established in 1996 by the Capital Markets Authority Act (Cap 84) as amended, to promote, develop and regulate the capital markets industry. CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development. The work of the CMA is also governed by the Securities Central Depositories Act, 2009 and the Collective Investment Schemes Act, 2003.
Job Summary: The Chief Executive Officer will provide visionary leadership in the regulation, supervision and development of the capital markets with the overall objective of investor protection. The job offers the right candidate the opportunity to shape the future and ensure continued success of Uganda’s capital markets. The successful candidate should be ready to continue with the momentum that the CMA has exhibited so far in regulating and deepening the market.
Key Duties and Responsibilities:
- Provide strategic leadership and direction in the development, implementation and evaluation of CMA’s strategic plan.
- Initiate and monitor the implementation of a performing corporate organizational culture in line with the CMA governance and management principles and practices.
- Mobilize, manage and supervise corporate resources in accordance with corporate plan, applicable laws and regulations.
- Ensure the Authority delivers on its mandate as stipulated in the Capital Markets laws and regulations, including developing the market and effectively regulating market players.
- Lead the engagement of stakeholders through scanning, networking, and linking strategic local and international stakeholders in line with the CMA mandate.
- Facilitate effective Board operations and perform two-way communication for actionable information from the Board to staff and from staff to the Board in order to achieve agreed strategic objectives.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in Financial Regulation, Law, Finance, Business, Accounting, Economics, Investment, or a related field, is required.
- A professional qualification in any of the above fields will be an added advantage.
- An honors Bachelor’s degree from a reputable university.
- At least ten years senior management experience, of which not less than five years should be practical experience gained in a securities and financial
- markets environment preferably in the public and private sector. In-depth knowledge and understanding of the role of capital markets in economic development.
- Understanding of financial products and services.
- Senior Management experience in a regulatory agency or compliance role will be an advantage.

- Leadership: ability to empower others to translate vision into results; be proactive in developing strategies to accomplish objectives; establish and maintain relationships with stakeholders to understand needs and gain support; anticipate and resolve conflicts by pursuing mutually agreeable solutions; drive for improvements; and show the courage to take unpopular stands.
