Main Purpose of the Job
• To plan, coordinate and manage the implementation of all TAF programs in the region, and to ensure that planned objectives and set targets for the region are achieved. Also to promote and maintain productive relations with related organizations in the region and at national level.
Key Outputs
• Annual and other work plans and budgets for the region prepared and submitted to headquarters for approval and consolidation with other plans and budgets;
Resources mobilised for implementation of TAF programs in the region;
Regional staff provided with the resources, support and guidance they need to successfully implement their activity program and achieve planned results;
• Prevention and care services effectively and efficiently delivered within the region;
• Implementation of regional activities properly coordinated, supervised and monitored;
• TAF activities within the region well-coordinated and harmonised with those of the local governments and other organization in the region;
• Performance reviews and evaluations carried out at specified intervals to ensure adherence to performance and quality standards, and to set policies and regulations and procedures;
• Human, financial and other TAF resources in the regional well utilised, managed and properly accounted for;
• Awareness of the need for and usefulness of TAF services created and maintained in the region;
• Appropriate relationships and partnerships maintained with stakeholders in the region;
• Capacity of the staff of the region built and maintained for effective implementation of programs;
• Reports on regional activities prepared and submitted to headquarters and other stakeholders in a timely manner;(weekly updates, monthly, quarterly and annual reports).
Key Duties and Responsibilities
• Lead and coordinate the preparation of annual and other periodic costed work plans and budgets for the implementation of TAF programs at the region.
• In conjunction with the respective technical team leaders, organise for the resources needed for the effective and efficient implementation of TAF programs at the regional level, to be available as and when required.
• Take responsibility for the proper allocation of resources to the various units of the region in consultation with TAF Headquarters Technical Teams and Leadership.
• Oversee and coordinate the implementation of regional plans and programmes by the respective supervisors and technical teams.
• Provide effective leadership and a sense of direction to the staff of the region, and maintain good teamwork.
• Maintain uninterrupted delivery of Prevention Care and Treatment and care services through the Health Facilities, at selected sites, and in the communities.
• Make arrangements to ensure that the planning and implementation of TAF prevention, care and treatment programs within the region is adequately coordinated and harmonised with related programs of the local governments and other stakeholders.
• Provide support to the local government personnel as necessary in the delivery of HIV/AIDS and related Prevention Care and Treatment services.
• Foster harmonious working relationships between TAF staff, clientele and other major stakeholders in the region.
• Facilitate the HIV/AIDS Prevention Care and Treatment support groups and care groups within the
region, such as PTCs, Know Your, Community Linkage Facilitators (CLFs), Status Clubs, Peer Educators etc to come up with proposals for funding,
• Approve requests for financial expenditure in accordance with TAF policies, plans and budgets
• See to it that the staff at the region receive the technical support and guidance from headquarters as r and when required.
• Ensure that the regional staff apply the most effective and efficient systems, methods and procedures in the operations within their respective disciplines as specified in the standard operating procedures and other guidelines
• Ensure compliance with TAF policies, regulations and standards in all the activities of the region
• Take lead in the promotion of TAF and the advocacy for TAF services and programmes at the regional level.
• Project a good image of Trust AIC Foundation in the region.
• Attend meetings with key stakeholders at the regional level, and make follow-ups on agreed action plans.
• Mobolise financial resources from local partners to support TAF programs.
• Ensure that available resources are utilised effectively and efficiently, and that they are properly safeguarded and accounted for.
• Maintain oversight of financial expenditure and control at the regional level, to ensure adherence to set TAF financial policies, work plans and budgets as well as donor regulations and requirements.
• Oversee systems and procedures for the maintenance of organisational vehicles, equipment and buildings at regional and branch level.
• Maintain up-to-date records on all regional activities and resources.
• Ensure maintenance of a robust staff Recruitment, Retention and Separation Strategy through implementation of performance management and motivation interventions.
• In consultation with the technical teams at headquarters, identify training and capacity development needs of the staff at the region, and work with the Human Resource and Administration directorate to address the identified needs.
• Coordinate TAF research work being carried out in the region
• Ensure functionality of M&E function.
• Monitor compliance with set quality and other standards of service delivery within the region, and take necessary actions; in consultation with headquarters managers where necessary
• Conduct periodic performance appraisals for the staff at the regional level, in conjunction with the technical managers at headquarters
• Coordinate donor visits to the region.
• Support the operationalisation of MoUs with partners in the region Prepare and submit performance and other reports as required
• Any other duties that may be prescribed from time to time.
Person Specification: Regional Manager
Minimum Academic/Professional Qualifications
Diploma in Clinical Medicine and Community Health with a Bachelors or Master’s degree in Public Health;
or
A Bachelors of Medicine and Bachelors of Surgery degree with a master’s degree in Public Health or in Public Health; or Bachelors in Social Sciences, Development Studies, Education or Population Science with a Master’s degree in Public Health or social sector planning.
Additional Training:
HIV/AIDS Counselling, Management Skills Improvement, Finance for Non-finance Managers
Experience:
• At least 3-5 years’ experience as a middle level manager in a public health or Clinical setting
• Experience in implementing donor funded projects especially PEPFRAR, CDC, USAID, UNFPA, SIDA or Global Fund grants.
• Demonstrated experience in managing teams to achieve set targets
• Demonstrated experience in the use of MS office applications, like MS word, MS Excel, PowerPoint emails and Internet,
• Demonstrated experience in proposal writing,
• Demonstrated experience in generating project activity and program reports,
• Demonstrated experience in research methodologies, generating abstracts and manuscripts,
• Demonstrated experience in implementing training and capacity development programs,
• Demonstrated experience in the use of digital technologies to communicate technical information to stakeholders,
• Demonstrated experience in Advocacy and networking and building strategic partnerships
• Demonstrated experience in working with vulnerable population subgroups like PLHIV,TB patients, OVC, Refugees, Persons with Disability, Key and Priority Populations,
• Experience in working under pressure and ability to meet strict deadlines,
• Willingness to travel throughout the region,
• Willingness to put in more work hours to ensure targets and deadlines are met,
• Demonstrated knowledge of the financial, legal, risk management, operations, and personnel policies and practices of NGO- sector or Public health sector.
