Job Summary: The National Content Officer – Capacity Building will be responsible for completing, implementing, and achieving the National content commitments, strategies, and plans.
Key Duties and Responsibilities:
- Supports and coordinates the development of capacity-building and skills development programs with the public
- Initiates and participates in the review and design of curriculum for courses and skills required for the oil and gas sector to ensure courses, training programs, and certifications are fit for purpose.
- Monitors the execution of the workforce skills development strategy and plan.
- Reviews and advice on the training plans and budgets.
- Coordinates the training activities and ensures effective utilization of the training fund.
- Participates in developing and implementing training programs for locals and local enterprises, with emphasis on the requirements for the oil and gas sector.
- Ensures supplier development programs are approved under the annual work programs and budgets are executed.
- Participates in the development of the industry enhancement center.
- Coordination of both interim and final external audit engagements including preparation of financial statements.
- Supports the development of guidelines for the implementation of national content.
- Participates in the review of annual work programs and budgets to ensure compliance with national content provisions.
- Ensures regular enterprise audits are undertaken to establish the state of enterprises, identify gaps, and propose initiatives to close the gaps.
- Follows up and coordinates the realization of the national content commitments.
- Perform any other duties and responsibilities from time to time as may be assigned by your immediate supervisor in accordance with your job roles and prevailing conditions.
Qualifications, Skills and Experience:
- The applicant must hold a bachelor’s degree in social science, business administration, Public Administration, Human resource management or any related field.
- At least five years of experience in the related field.
- Solid experience in human, organizational, and community capacity development or knowledge transfer is required.
- Proficiency in Microsoft tools,
- Excellent interpersonal and communication skills
- Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
- The ability to communicate with different stakeholders and cultures.
- Solid, hands-on budget management skills, including preparation, analysis, decision-making, and reporting.
- Excellent analytical and problem-solving skills.
