HSSE Manager Energy Resourcing

Energy Resourcing are working with a client who are developing a biomass fuelled CHP plant in Uganda who are looking to recruit on a contract basis a Project Health, Safety and Environmental (HSE) Manager responsible for health, safety, social and environmental (HSSE) management, and be responsible for managing compliance with legal and other requirements relating to Group’s activities and operations. In parallel, the HSSE Manager will be responsible for the implementation of the Community Development Programme.

Responsibilities

• Review the Project Scoping Report & ESIA report and advise the Project Manager on any updates.
• Develop, implement and maintain an Environmental and Social Management System (ESMS) and HSSE management plans and procedures; procurement of HSSE materials.
• Manage and monitor compliance with legal and regulatory requirements, the Project Reference Framework, as well the Project Environmental and Social Action Plan (ESAP) and ESMS.
• Liaise with and manage consultants conducting HSSE related work as required to make sure it is being undertaken in accordance with Group’s requirements.
• Manage ongoing stakeholder engagement and consultation at both corporate and project level as required in relation Group’s activities and operations, including liaison with regulators, local development agencies, NGOs, and project affected persons, etc.
• Manage environmental and social (E&S) permit requirements and make sure they are up to date and renewed as required.
• Liaise with the EPC Contractor to review and approve the EPC Contractor’s Project-specific ESMS.
• Liaise with Group’s technical advisors, EPC contractor(s) and others working on site to make sure that HSSE is being managed in an integrated and collaborative manner across all disciplines and contracting parties.
• Conduct HSSE training needs assessments of Project Company staff (contractors will be required to conduct their own training needs assessments) and coordinate with the EPC Contractor and subcontractors to develop and deliver an HSSE training schedule for all site staff during the construction phase.
• Conduct ongoing monitoring and evaluation of the HSSE performance of the Project, the EPC Contractor and subcontractors through regular site inspections and audits. Proactively act in cases where HSSE issues are escalating, to avoid risks to people or property.
• Collect and track HSSE performance data and information to support the Project’s reporting obligations, including to Project investors. Develop HSSE performance reports in accordance with the relevant requirements.
• Respond to ad hoc HSSE-related queries from the Project Company and the Project investors/shareholders and attend meetings with Project investor/shareholder representatives to discuss Project HSSE performance, as required.
• Coordinate, in liaison with the Community Liaison Officer (CLO) if applicable, the implementation and maintenance of the Project’s external Grievance Mechanism, including updating and maintaining of the Grievance Register, facilitating grievance resolution and maintaining grievance resolution records.
• Coordinate, in liaison with the CLO if applicable, the implementation of the Project Community Development Program and associated community development action plans, as required.
• Act to immediately notify [PROJECT COMPANY] of any accidents or incidents, in accordance with defined processes.
• Proactively act in cases where HSSE issues are escalating, to avoid risks to people or property;
• Conduct ongoing monitoring and evaluation of HSSE performance of the Project and the EPC Contractor through workplace inspections and audits.
• Collect, compile and report performance data and information to support project reporting obligations, including to the investors.

Qualifications

• University degree in a relevant discipline and something related to engineering or environmental studies
• Good People Communication skills.
• At least 8-10 years of experience with project dedicated HSSE management.
• Experience with HSSE management of IFC standard renewable energy projects and more generally, the infrastructure sector.
• Experience with applying Good International Industry Practice (GIIP) and International Lenders standards for HSSE management to projects, including IFC PS (2012) and WB Environmental, Health and Safety Guidelines.
• Experience working in the region of East Africa.
