Key Responsibilities
Support Overall management of MEL System
• Provide day-to-day management and high-quality delivery of FPA MEL operations in the region.
• Participate in the planning and implementation of DQAs as requested by the team leader.
• Provide accurate and updated feedback on data collection.
• Coordinate closely with the program team and CSOs to guarantee MEL and program work are aligned.
• Support health facility QI teams to organize, compile, and report CQI data to identify trends, establish priorities, and recommend improvement activities.
• Work closely with the DQAs, Biostatisticians, FP focal persons, and other regional teams to organize and implement health facility and district level FP focused data feedback, learning and review meetings.
• Support the monitoring of overall implementation FPA program activities in the region, identify gaps or challenges both with regards to the technical components of the M&E system, and with regards to the capacity of its users.
• Assist the regional teams in the design of MEL procedures, templates, and guidelines to support regional and national reporting.

Support Capacity Strengthening and Training.
• Assist in the training and capacity building activities relating to MEL, (i.e., conducting learning sessions, provide regular coaching and support during the action period for implementing and testing changes. Adapt training materials and tools. Develops and builds the capacity of key staff and skills for coaching).
• Work closely with the district HMIS Mentors and Biostatisticians to ensure that health facilities are compiling and submitting complete and accurate HMIS 105 reports in a timely manner.
• Support CQI and FP Mentorship process in collaboration with the program technical teams and district mentors.
• Provide support to regional level data capturing, analysis, and quality assurance processes.
• Support HMIS data cleaning processes.

Support Monitoring, Reporting and Evaluation.
• Monitor the progress of CSO program activities in relation to their program milestones and meet with CSO program teams regularly to adjust/validate program data accordingly.
• Support the implementation of quality assurance mechanisms and monitoring checks at regional level enabling improved capturing and narration of programmatic results and impact.
• Participate in the implementation of LQAS and Annual surveys or program operational research as and when you may be requested.
• Work with the respective district biostatisticians to support timely and complete HMIS reporting
• Monitor availability of HMIS tools and support districts to quantify and replenish required tools.
• Assist the Regional manager in the production of high-quality progress reports with support from technical officers.

Basic Requirements
• Software Applications: Foundational knowledge of MS Excel, PowerPoint, Word and Outlook.
• Languages: Proven writing and speaking skills using local languages and English language
• Communication and Influencing Skills: Ability to influence others, including donor agencies and local partners, through diplomacy and proven oral and written communication skills.
• Languages: Demonstrated writing and speaking skills using local language and English language.
• Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
• Matrix Management: Ability to thrive in a matrixed organization.
• Confidentiality: Ability to maintain confidentiality on work-related matters.

Key Competencies
• Country Specific Public Health System: Foundational knowledge of the countries’ public health systems.
• Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges faced in the developing world, and related measurement issues.
• Proposal Development: Foundational knowledge and skills in proposal development from concept to full proposal and resource mobilization.
• Reproductive Health Research: Proven ability to plan, conduct, evaluate and deliver research findings and recommendations in reproductive health. Mastery of knowledge and ability to apply quantitative and qualitative research methods.
• Data Collection Methods: Foundational knowledge of data integrity and collection methods.
• PC Applications: Proven ability to apply statistical software applications.
• Program and Project Planning and Management: Foundational skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.
• Training Design, Development and Delivery, Foundational knowledge of curriculum design and development. Proven ability to train diverse groups.
• Community Relations: Foundational skills in facilitating work relationships between partners, government officials, and communities.
Report Writing. Ability to write reports for diverse audiences.

Preferred Qualifications
• Bachelor’s degree in Monitoring and Evaluation; or a related field.
• Master’s degree in a related field.
• MEL experience with INGOs.
• 5 years related experience, including work in quality management and quality improvement or measurement and evaluation; experience in the development and monitoring of health service protocols, training programs, and monitoring quality in resource-limited environments.
• Experience with USAID funded projects.
