GOAL’s 2022-2025 strategy commits to a systems approach, recognising that even in the most fragile contexts there are pre-existing local systems, made up of local stakeholders. GOAL selects and analyses systems to identify where the system is weak or not functioning and where and how people are being excluded. GOAL then works to (temporarily) stabilise systems, or in more stable contexts strengthen systems to enable people to access critical, lifesaving and life-sustaining goods and services. The System Analysis and Design Advisor will work within the support GOAL Country Offices (COs) to use GOAL’s systems analysis and design tools to develop portfolios of interventions towards systems change that supports GOAL’s overall crisis to resilience framework, enabling people to survive crises, have resilient health, and have food and nutrition security.

 

Job Summary: GOAL is establishing a Partnership Centre based in Uganda with support from Ireland’s Department for Foreign Affairs.  The centre will strengthen GOAL’s partnership portfolio and ways of working with partner organisations, in line with GOAL’s commitment to localisation and Crisis to Resilience framework, as set out in GOAL’s strategy 2023-2025. The Partnerships Centre will be staffed by a small, experienced multi-disciplinary team, of which the Systems Analysis and Design Advisor is a senior member.

 

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 countries, GOAL delivers a wide range of humanitarian and development programmes. GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. Job Purpose: The Systems Analysis and Design Advisor will provide training, support and follow up for COs in GOAL’s systems analysis and associated tools, including the Resilience for Social Systems (R4S) approach and the Analysis of Resilience of Communities to Disasters (ARC-D) toolkit. R4S is an approach that was developed by GOAL in 2016 as a practical step-by-step method to analyse the resilience of socio-economic systems and how these react to shocks and stresses. The Advisor will accompany the COs as they undertake system selection, analysis and development of intervention portfolios.

 

The Advisor will work closely with the other members of the Partnership Centre, the Africa Regional Directors, Head Office Programme Technical Team (PTT), Innovation Lab, MEAL team, Desk Officers and COs. Up to 30% travel to the COs will be expected as part of this role.

 

Key Duties and Responsibilities:

Support COs in system selection and use of GOAL analysis and design tools.

  • Support and/or lead the provision of technical support for the implementation of GOAL’s systems approach within the Irish Aid portfolio (currently 7 countries in Africa and 3 in LAC)
  • Undertake trainings on systems analysis, including in collaboration with the other members of the Partnership Centre, the Programme Innovation Lab, and the Programme Technical Team.
  • Support the development of Terms of Reference for external consultants on systems analysis and the design of portfolios of interventions. Work with the COs to manage systems assessments with external consultants.
  • Assist with planning and sequencing systems analysis and programme design workshops.
  • Track and monitor all systems analysis in GOAL’s Irish Aid-funded programming, ensuring Regional Directors have oversight of analysis in their COs.

Donor Positioning and Proposal Development

  • Support go/no go decision making on funding opportunities that use a systems approach or systems analysis.
  • Support the development of technical content for new proposals, drawing on existing systems analysis.
  • Provide guidance for COs on any Irish Aid policies or approaches that relate to systems.
  • Support COs to document their systems analysis and articulate their systems portfolios in Irish Aid reporting.

Learning and External Engagement

  • Engage in relevant regional and/or global networks and participate in relevant international events relating to systems approaches in humanitarian response, health and food & nutrition security.
  • Support the development and publication of case studies, learning papers or articles about GOAL’s systems analysis and design.
  • Collaborate on GOAL’s systems learning agenda in coordination with global MEAL, Innovation Lab and PTT.
  • Facilitate partnerships with academic institutions and others to advance GOAL’s systems approach.
  • Support the development of the next iteration of GOAL’s systems analysis and design tools.

 

Qualifications, Skills and Experience:

Essential

  • Experienced in systems development (including market systems but also ideally for social systems) including system mapping, stakeholder analysis and developing interventions to address system weaknesses e.g. M4P and R4S.
  • At least three years’ work experience in a technical advisory role, preferably in the international NGO sector including remote support in a multicultural and bilingual environment.
  • Understanding of resilience and risk-informed systems programming
  • Strong skills in forging positive working relationships remotely and in-person with colleagues and external stakeholders. Understanding of a business partnering approach and willingness to work in partnership with regional colleagues.
  • Training design and facilitation skills (including synchronous and non-synchronous training processes).
  • Ability to analyse, interpret and synthesise learning.
  • Experience incorporating gender equality and social inclusion in programming, through integrated and targeted approaches.
  • Demonstrable facilitation skills; able to design, plan and lead workshops.
  • Fluency in English, both written and oral.

 

Desirable

  • Working capacity in another language in addition to English e.g. Spanish, French, Arabic and Turkish, or other language used in any GOAL operational country.
  • A Masters level degree in Project Management or other relevant subject.
  • Experience and knowledge in applying cash and/or voucher modalities to support programme outcomes.
  • Specific knowledge or experience of GOAL’s analysis tools and programme approaches.
  • Experience leading the development of risk scenarios and using these for programme design.
  • Training and experience in market analysis in emergencies such as EMMA (Emergency market mapping), Rapid Market Assessment (RAM), 48 hour assessment etc.
  • PMSD (Participatory market systems development training)
  • Certified in M4P (Making Markets Work for the Poor) training and experience
