Role Summary
The Human Resources (HR) Manager will organize and manage a variety of activities related to office HR and operations, including recruitment, staffing, compensation, benefits, employee relations, trainings, and employment regulatory compliance. This position will directly report to the Country Director and will provide HR support to all OWH medical facilities and the country office, maintain close communication relationships with the country team, senior leadership team as well as operations and financial staff. The human resource manager will participate in maintaining, implementing, and reviewing all human resources systems, policies, and procedures. He / She will ensure that the organization is compliant with relevant employment laws and regulations, and work to create a positive and productive work environment.
Duties and Responsibilities:
Key Result Area 1: Coordinates Human Resource processes and procedures
• Manage the recruitment process and ensure its integrity: coordinate with hiring managers, prepare job descriptions, post adverts, initial screening, establish a position-specific recruitment process, conduct reference checks, communicate with candidates during the selection process up to final selection, and offer acceptance.
Manage and ensure that all staff, volunteers, and consultants effectively receive orientation and onboarding materials; liaise with leadership to ensure orientation is up to date.
• Ensure all new staff have proper documentation to start working with the organization according HR management standard, this includes signing of job descriptions, and relevant policies, and procedures.
• Manage and monitor staff leave in collaboration with line managers.
• Complete close out procedures for staff leaving the organization: ensure off-boarding of staff is done in line with OWH guidelines including completing exit interviews, issuing certificates of service, ensuring complete handover of staff IDs, medical cards, assets and ensuring full clearance from the respective department heads as required.
Work closely with the finance department to process accurate and timely payroll and taxation matters for all staff while always maintaining strict confidentiality.
• Assist staff in understanding and using the organisation’s performance management and review system: ensure that the periodic performance review processes are completed on time and with quality results.
• Oversee and manage staff disciplinary actions and other sensitive issues, maintaining confidentiality at all times.
• Maintain daily contact and support to all OWH programs on HR aspects, to ensure that queries are responded to in a timely manner.
Key Result Area 2: Contributes to policy development, awareness, and compliance.
• Monitor policies and procedures relevant to human resources as detailed in the OWH Human Resource manual to ensure the organization can meet its goals of enhancing employee development, engagement, safety, and retention.
• Communicate policies and procedures, labour laws, implementation, changes, and other relevant matters to staff on a routine basis.
• Ensure that staff rules and regulations as documented in the HR manual are applied, respected and are compliant with statutory legislation, implement a training program for staff on their HR responsibilities and adherence to policies.
• Support the establishment and periodic review of OWH salary scale and participate in regular salary surveys.
• Actively promote safeguarding and protection from harassment, bullying and sexual misconduct in the workplace.
Key Result Area 3: Ensures timely HR reporting, monitoring, and documentation:
• Ensure and safeguard complete HR documentation for all staff including maintaining and updating a relevant database covering personnel data, benefit use and leave records.
• Ensure accurate/timely electronic HR trackers and databases are accessible to senior leadership.
• Prepare monthly HR status reports and any other ad hoc reports as may be required from time to time by the management.
• Assist with preparation of HR metric data reports as required.
• Support audit processes, ensuring that HR information is accessible for audit and follow- up on any outstanding audit recommendations related to human resource.
• Carry out any other duties reasonably assigned by the Supervisor.

Qualifications, Skills, and Experience
• Bachelor’s degree in Organisational Psychology, Human Resources Management, Business Administration, or any other related field.
• At least three years of demonstrable experience in human resources planning, recruitment, performance management, design and implementation of progressive HR strategies, systems, policies, procedures, and practices, particularly as they pertain to the healthcare delivery sector.
• Relevant professional membership (HRMAU) will be an added advantage.
• In depth knowledge of the Ugandan employment labour laws and practices.
• Excellent communication, interpersonal, and problem-solving skills.
• High level of personal integrity, strong ethics, and reliability.
• Able to bridge differences and bring people together.
• Flexibility, ability to handle multiple and conflicting priorities, and work under strict deadlines.
• Good working knowledge of computers with the ability to use Microsoft Word, Excel.
• Excellent verbal and written communication skills in English.
• Team player with the ability to work in a diverse social and cultural environment.
Working Conditions:
• The Human Resource Manager typically works in an office environment. However, they may be required to work additional hours to meet deadlines or address employee relations issues. Travel may be required for recruitment, training, or other HR-related activities.
