HealthPartners Connect Girls Center (GC) is a USAID-funded activity to sustainably increase access to care and improve health outcomes for cooperative members in Uganda and Kenya. This is a locally led development initiative with intermediate objectives to improve cooperative business performance; Improve the cooperative enabling environment; and increase the development community’s support to cooperatives. Our role is to build capacity and provide seed investments with support as partners learn to fill roles in local partnerships to meet their needs, even as those needs change over time. HealthPartners coordinates efforts with partners to strengthen the enabling environment for health cooperative development from village to district, national, and international levels.
Responsibilities
• Conduct joint monitoring data driven visits and provide real time support to strengthen governance and member engagement activities in the field;
• Support improved coordination between members, providers, GCs and cooperatives through capacity building and support supervision
• Develop, organize, and update tools for new Health Cooperative Board of Directors (BOD) training, annual general assemblies (AGM) and audit preparation, quarterly BOD meetings, committee meetings
• Develop an annual plan for support to BODs and members
• Implement plan with governance team, leading governance activities and traveling for at least 50% of governance activities
• Operationalize the graduated sequence of activities to share with local partners for sustainability
• Include local authorities so they can carry out steps to strengthen cooperatives after HPU direct support
• Update District Commercial Officer (DCO) audit training tool, as needed
• Carry out DCO training, and train trainers, including a report on post-test results
• Connect DCOs with cooperatives for audits and ongoing support.
• Review trainers using CRI to build a sustainable support network for health cooperatives
• Develop cooperative formation guidelines and member engagement in partnership with Ministry of Trade Industries and Cooperatives (MTIC).
• Learn from cooperative BODs and members where there are challenges with current regulations and advocate for changes
• Facilitate MTIC activities; plan ahead, make sure objectives and deliverables are measurable, and submit reports within 5 days after each activity.
• Coordinate efforts with PM Provider relations to increase the number of pre-cooperative and registration processes
• Participate in and lead staff meetings
• Participate in stakeholder and partner meetings
• Work closely with the provider relations team to identify and support providers ready for registration.
• Submit monthly reports documenting goals, activities, opportunities, and challenges.
• Document what has been tried, what works, what doesn’t, lessons learned, and recommendations to improve project impact each month.
• Contribute to team efforts; and activities; leading some district events and meetings
Required Qualifications:
• Advanced degree (Master) in public health, health services management, social sector planning, and management, development studies, or related field.
• Bachelor’s degree in a related field.
• Minimum 5 years of experience managing health cooperative insurance schemes or related programs
• Experience managing teams of 10 or more people.
• Strong leadership and organizational skills.
• Ability to think strategically to leverage the impact of investments and to recommend and implement program process and systems improvements.
• Ability to recognize and address potential programmatic root and stem challenges.
