National Content Officer Cementers Uganda limited

Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client Cementers Uganda limited, we are looking for a competent, skilled, and experienced National Content Officer to work in Uganda.
Primary function:
The National Content Officer is responsible for ensuring Ugandan companies, citizens and entities are assisted to develop their capabilities and capacities to effectively participate in petroleum activities.

Responsibilities
• Labor
• To ensure that the proposed Man-power as per the three skill levels i.e. skilled, semi-skilled and un-skilled are recruited as per Total Community Recruitment Procedure.
• Training & Capacity Building
• To carry out Pre-assessment
• To oversee training both technical, soft skills and on-job training
• Goods & Services
• To ensure that Procurement and Sub-contracting process align with the upstream policy.
• To oversee Subcontracting Strategy
• Comprehensively include national content in procurements in line with the company regulations & Project strategy, and Company & Project national content programme
• Liaise with, advise, and support internal and external stakeholders on national content related aspects.
• Clarify, explain, and advise bidders for preparation and improvement of their national content proposals in line with regulatory requirements, Company & Project strategy, and Company & Project national content programme.

Technology Transfer
• To Schedule for Quarterly Supplier Engagements until the end of your contract.
• To ensure that the Implementation Plan for all commitments under this section is carried out
• To oversee any community related projects
• Planning and Reporting
• To prepare the National Content plan and ensure that it is adhered to
• Create, present, and submit approved reports and presentations for internal and external communication, coordination and reporting of national content information.
• To prepare and submit the requisite reports to the client
• Maintain comprehensive and accurate records of national content information.
• Support on other national content aspects e.g., during internal and external audits, national content work program activities (e.g., workshops, capacity building programs etc.), improvements to methods (e.g., those used for national content in procurement like

Mandatory requirements

• Bachelor’s degree in Engineering, Procurement, Business Administration or equivalent
• Minimum 4-6 years of relevant professional experience
• Good knowledge and understanding of procurement and contracting in oil & gas
• Good knowledge & understanding of Uganda oil & gas activities and national content related laws, regulations and policies
• Innovative and able to work both individually and in a team
• Good research, report writing and analytical skills
• Good public speaking and presentation skills
• Excellent interpersonal and written & oral communication skills
• Good administrative and negotiation skills
• Good computer skills, including advanced proficiency in Word, Excel and PowerPoint
