Job Summary: The Construction Officer will be responsible for managing Medical Teams construction projects throughout the project cycle. Provides technical supervision and liaises with the Programs Department, Support Functions, Consulting Engineer(s), clerks and other stakeholders in Kampala and on ground to ensure effective utilization of resources and timely project completion.
Key Duties and Responsibilities:
- To support Medical Teams International Uganda in improving Health Facilities, Staff Accommodations, field offices and Kampala office structures.
- To continue to keep the needs assessment of construction, renovation and repairs up to date.
- To undertake field visits as required, to gather information to draft designs/drawings and generate bills of quantities to support proposals and other fundraising activities and to support in the drafting of tender or RFQ documents for constructions, renovations, and repairs.
- To, once a construction, renovation or repair agreement is in place, ensure project plans, schedules, work hours and work implementations are in line with the agreement and that the agreed sums are not overspent.
- To ensure quality in all construction, renovation, and repair by monitoring the appropriate use of all building materials and tools for construction.
- To present risks and ways to mitigate these risks including raising implementation issues in a timely manner plus providing possible solutions to line manager, including the Programs department, Procurement department and respective Program Managers.
- To liaise directly with the Programs Department and the respective Program Managers about the ongoing construction projects.
- To update the Procurement department with progress reports as per schedule or as requested.
- To advise on alternations during the implementation and to ensure budget holders are included in case the projected amounts increase.
- To keep proper files and ensure all construction related documentation is kept properly.
- To act as focal point for Medical Teams Uganda in all construction related matters, including liaison with engineers, government, donors, and partners.
- To ensure that construction decisions are made with the highest level of integrity and ethics according to professional and Medical Teams Code of Conduct
- Train staff in policies, procedures and systems related to construction, renovation and repair activities.
- To support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
- Other duties as assigned
Qualifications, Skills and Experience:
- The applicant must hold a Bachelors Degree in Architecture, Civil Engineering, Construction management, Quantity Surveying or related field is required
- Postgraduate qualification in Business Management (e.g. Project Management, Business Administration, CIPS, NAVY) is an added advantage
- At least four years of experience in managing construction projects is required
- In-depth knowledge of construction project management cycle
- In-depth knowledge of technical and legal requirements for construction activities
- In-depth knowledge of construction best practices and materials
- Skilled in managing the project cycle and liaising with multiple stakeholders
- Skilled in identifying potential risks and implementing actions to mitigate risk
- Excellent analytical skills with the ability to make sound decisions
- Highly skilled at using Microsoft Word, Excel, Outlook and CAD software
- Excellent interpersonal and communication skills, with a good command of English
- Ability to meet tight deadlines
- Ability to maintain detailed records with high accuracy
- Ability to support Medical Teams Calling and adhere to the Medical Teams Code of Conduct
- This position requires frequent travel to health facilities located in remote areas with very basic living conditions.
