Key Duties and Responsibilities:
- Adopt and demonstrate an exemplary behavior with regard to HSE, to implement and control HSE rules and requirements within his area of responsibility.
- Demonstrate an authoritative role by independently making decisions and supervising site personnel, only referring when necessary. Take the initiative in promoting new ideas, tackling relevant issues and adding value wherever possible.
- Enhance communication with all Affiliate entities (HSE, Field Operations, Projects, Contracts & Procurement, Finance, etc.) and with Line Manager, co-workers and subordinates, in order to reach an efficient supply process in line with the “On time, in full” principle.
- Ensure line management are kept informed on relevant issues which could affect safety, operational, commercial and deliverables aspects of the operations, maintain records and statistics to ensure accurate reporting, follow up KPI & CPI related to the logistic operations and develop continuous improvement programs.
- Co-ordinate the activities of different Logistics team by informing, supporting and directing personnel in their Project roles, responsibilities and objectives.
- Supervise, control, and coordinate the planning of travel and accommodations bookings for the drilling team on site, develop, optimize, and update travel procedures in accordance with Total travel policies and interface/coordinate with logistics for rotary/fixed wing bookings for onshore activities.
- Liaise with Drilling Manager and team for the proper implementation of control rules and procedures and to apply Drilling Control directives, as approved/decided in accordance with the drilling program.
- In coordination with Line Manager and Contracts & Procurement, monitor and control drilling Logistics Contractors day to day contract activities and day to day contract administration (preparation and follow-up of scope changes, preparation and implementation of Change Orders, problem solving, reminder of obligations to Contractors…) up to contract close-out.
- Prepare / review the successive revisions of Logistics Estimated Final Cost (multi-year budget) and participate to the development of yearly Work Programs and Budgets for drilling Logistics packages, monitor budget transfers, all in accordance with Project procedures, optimize the resources and operations in line with the 3C principles and LEAN methodology.
- Coordinate the drilling logistics planning and progress control activities (close monitoring of Contractors’ progress) in accordance with Company Rules and Project procedures.
- Ensure reporting (appropriate content and quality of information) within the timeframe required in relevant project procedures.
- Maintain and implement drilling Logistics mobilization/demobilization plan, request resources accordingly, liaise with Line Manager to finding candidates, participating to the selection of candidates, administrating and ensuring proper implementation of logistic rules for Human Resources.
- Manage the Documentation Control System for all drilling Logistics activities on site, ensure proper implementation of documentation rules and procedures by Contractor and team, ensure the development and the delivery of a complete and good quality documentation to Operation teams.
- Participate in all necessary meetings with Contractors (weekly progress meeting, monthly status meetings, Service Quality meetings).
- Gather ‘lessons learnt’ and provide feedback to different entities as required and development of REX documents, develop continuous improvement, safety culture and campaign, review and development of new procedures, monitor and update of different KPI.
Qualifications, Skills and Experience:
- At least ten years of experience in Drilling Logistics & support to operations at management level with in depth knowledge of Onshore project Drilling Logistics Management in a very busy and demanding environment in Oil and Gas industry and major onshore fields.
- Hands-on experience in onshore Health, Safety & Environment operations in complex and major Oil and Gas operations with ability to work under pressure and stressing conditions, ability to adapt, analyze problems and communicate with all entities, flexible and able to write Standing Instructions and Procedures.
- Good command of English knowledge and experience in ERP systems including SAP and database management including MS access, word, project, excel.
