Job Summary: Enabel in Uganda is looking for passionate, dynamic individuals to fill 3 vacancies for Governance and Accountability Officer.
The Governance and Accoutability Officers (s) will support local stakeholders in developing formal and informal spaces for collaboration between public actors and civil society at the local level, (from simple improvements in information flows and more transparent institutions, to the full co-creation process)
Key Duties and Responsibilities:
- You conduct participatory analyses in each district on current practices of multi-actor planning, implementation and monitoring;
- In refugee-affected areas, you develop actions to strengthen multi-actor coordination, as well as planning and monitoring inclusion of refugee needs and opportunities to nourish local programming and services;
- You provide relevant information to advance the cause of citizen participation and engagement at international, national, and sub-national levels;
- You contribute in workshops using design-thinking and co-creation approaches to identify the main barriers and challenges to citizen participation in health and education; and design solutions to foster participatory community engagement and feedback systems;
Qualifications, Skills and Experience:
- A Minimum of Master’s degree in social sciences, law, public administration, human rights, economics or other areas closely relevant.
- Five years of relevant experience in support to local governance processes
- Sound experience of approaches and tools for citizen participation and engagement at the local/sub national level
- A minimum of 3 years’ experience in program management, monitoring and evaluation, policy development in support to local governance processes,
- Experienced in approaches and tools for facilitating multi- stake holders’ processes, participatory approaches
- Experience with qualitative and quantitative M&E methods.
- You have broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.).
- Demonstrated knowledge of the decentralization context policies and institutions in Uganda and particularly with regard to the delivery of social services
- Sound knowledge of action learning mechanisms and participatory action research
- Competences in change management, learning and knowledge management;
- Clear and concise writing skills for reporting, administrative and technical documents;
- Communication, presentation and facilitation skills;
- Creative thinking and being pro-active i.e. taking initiatives and responsibility at the same time
- Good working knowledge of ICT technologies (related software, phone, email) and computer applications (e.g. MS Office).
- Ability to work on own initiative as well as a member of a team • Ability to deal with people with tact and diplomacy
- Ability to work in a multicultural environment and to demonstrate gender sensitive and non-discriminatory behaviour and attitudes
- Fluent in English, with excellent reporting skills.
