Job purpose
Develop and implement human resource strategy, policies and systems and ensure the availability of competent, committed and motivated human resources in line with ITC’s corporate strategy, objectives, policies and best practices.
Major duties & responsibilities
1. Development and Implementation and HR Strategies and Policies.
Develop human resource strategies in line with ITC’s corporate goals and objectives.
Develop, implement and maintain HR policies and systems in accordance with the HR Strategy and ensure they are up to date and properly understood by all staff.
Participate in corporate strategic planning and budgeting and develop HR annual plans and budgets.
Monitor and maintain records of “best practice” in the management of the human resource.
Review and update job descriptions for all job grades and develop/compile new ones for new job positions or where none exist.
2. Staff Recruitment
Oversee the recruitment process including job advertisement, candidates short-listing, interviews, selection, and reference checks.
Oversee the preparation of employment contracts and policy documents for all new staff.
Oversee orientation/induction for newly hired staff in liaison with the hiring department as applicable.
Review personnel files for new staff and ensure that all the necessary documents are in place.
3. Staff Remuneration and Reward
Oversee the payment of salaries and other allowances in the payroll to ensure that verification for accuracy before payments is made.
Lead the review of compensation packages and other benefits.
4. Talent Management
Oversee the design, implementation and effective monitoring of appropriate employee reward strategies, policies and programs to enable ITC to attract and retain the best talent.
Put in place talent retention strategies to ensure key talent is attracted, adequately deployed, developed and retained.
5. Staff Performance Management
Plan and design an effective staff performance management system in line with the ITC’s Strategic goals.
Establish timely staff performance appraisal and management processes.
Develop plans to address the emerging issues from the appraisals and develop initiatives that will ensure a conducive environment for staff motivation and high productivity.
6. Training and Development
Address professional development appropriate for the continued progress of staff in their career paths.
Manage the development of teams to support contemplated organization needs and succession planning.
Develop monitor and evaluate the implementation of the training and development programs.
7. Administration
Provide administrative direction to the ITC by formulating the administrative strategic and long-term goals for the college.
Provide strategic direction on the ITC’s insurances matters relating to staff, ITC property.
Initiate, implement, monitor and review strategies and plans for the ITC’s office space and facilities requirements provision.
Provide executive management with key HR operational information to facilitate informed strategic decision making and control.
Key performance indicators
1. Availability of career/ succession plan for all divisions.
2. Robust performance management system in place.
3. Availability and Monitoring of the HR and Administration budget.
4. Staff welfare and wellness initiatives.
5. Timely reporting on HR and Administration matters.
6. Effective cost management of staff related costs.
Requirement
Minimum Qualifications:
1. Master’s degree in Human Resource Management/Business Administration/ Industrial Psychology or related field.
2. CIPD is an added advantage
Minimum Experience:
1. Six years of relevant experience of which four years should have been at a senior management level.
Competencies and knowledge:
3. Strong analytical, organizational and planning skills.
4. In-depth understanding of human resource management matters.
5. Knowledge of Ugandan labour and employment legislation.
6. People management skills
7. Good communication and interpersonal skills.
8. Problem solving skills.
