Locum Clinicians x6 TASO

Main Purpose of the Job
The overall objective of the Locum Clinicians is to provide direct technical support through onsite mentorship and training for the facilities in the district. The position will operationally report to cluster Team Lead and will have technical oversight and support from HIV Care and Treatment, TB, and Paediatric and Adolescent Technical Officers. He or she will be expected to sit in a high-volume ART facility to provide routine clinical care. Based on agreed up schedules he or she will provide similar support to other health facilities.

Key outputs
1. Work with the health care workers at the project supported facilities to support scale up HIV and TB services
2. Carryout assessment, accreditation and build the capacity of health facilities to provide HIV, TB and Cervical Cancer screening and management services.
Provide technical support to other facility health care workers, including but not limited to Clinical Officers, Nurses/ Midwives and Counsellors
4. Work plans and budgets for medical services developed
5. High quality HIV and TB prevention, Care and treatment services delivery according to the revised National guidelines ensured at all health facilities within the district
6. ART clinic management of required staffing and competencies for medical services informed
7. Availability of required medical supplies and equipment at health facilities ensured
8. Clinical activities supported
9. Reports (weekly, monthly, quarterly, annually and adhoc) from the clinic for MOH, IP and Donor timely submitted.
10. Data and performance reviews conducted
11. Existent service quality gaps identified and closed using continuous quality improvement approaches.
12. Targets for HIV prevention (VMMC, KP/PP, HTS, Recency, PMTCT), HIV Care enrolment, Care & Treatment, and TB attained

Key Duties and Responsibilities
1. Participate in day-to-day clinical care for PLHIV including children, adolescents, and pregnant women. This will include comprehensive clinical assessment, diagnosing, treating, and managing clients.

3. Participate in planning and implementation of community HIV services such as CDDPs,
4. MCLAD, home and school-based care.
5. Coordinate and link clients to other services, particularly OVC and GBV
6. Support health workers to improve the quality of care provided and work with facility leadership to ensure facilities are equipped to provide quality services through planning and leading CPDs, data reviews
7. Support the facilities to develop and maintain functional quality improvement activities to address key facility gaps aimed at improving service delivery and clinical outcomes. Including QI projects. CQI team meeting and activities.
8. In liaison with the Cluster Team Lead, support facilities to conduct weekly clinic/ facility meetings and use data to guide interventions and project technical support.
9. Support facilities to provide information to clients aimed at reducing vulnerability to AIDS and other HIV related diseases through health education.
10. Participate in training of other health workers through regular CPDs, mentorships and in- service trainings, and case presentations and other educational activities at the clinic, which develop and maintain competence and performance.
11. Participate in ensuring use of materials related to patient care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials. And monitoring and evaluation tools improve adherence support systems.
12. Participate in ensuring adequate facility ARV stocks, support accurate and timely quantification of ARVS and other logistics.
13. Participate in improving referrals systems and community linkages with oversight and through collaboration with the project community linkages and referrals officer.
14. Provide mentorship to health care workers in the delivery of quality health care to patients. 14. Conduct periodic site assessment using standard MOH and or PEPFAR tools, and support the facility and project to address any gaps identified and provide feedback to the cluster Team Lead on key facility gaps, challenges and achievements for targeted program interventions.
15. Perform any other duties assigned by the supervisor

PERSON SPECIFICATIONS: Locum Clinicians
Minimum Academic Qualifications:

Bachelor’s degree of Medicine and Surgery, OR A Bachelor’s Degree of science in Nursing. OR a Diploma in Clinical Medicine, OR A Diploma in Nursing from a recognized institution. Any added qualification will be an added advantage. Possession of a valid registration certificate from the supervisory Government Institution (Uganda Medical & Dental practitioners Council Possession, Allied Health Professional Council is MUST).
1. At least one year’s work experience gained through serving within a health facility in the last one year in HIV/AIDS and TB related work
2. Previous experience in an HIV/ AIDS, TB and RMNCH related fields will be an added advantage.
3. Experience supporting health facility teams to improve HIV/AIDS, TB services
4. Experience utilizing continuous quality improvement approaches and is cognizant of the
5. new approaches to improvement of HIV/AIDS and TB services.
6. Knowledge of facility data management systems including DHIS2, primary reporting tools and Uganda EMR will be an added advantage
7. Excellent communication or interpersonal skills is a must
8. Excellent written and oral communication and interpersonal skills
9. Proficiency with Microsoft Office product (Word, Excel, Outlook, PowerPoint)
10. Ability and willingness to reside in and work within the supported district
11. Other Qualities/Attributes: Courtesy, Patience, Accuracy, Integrity, Confidentiality, Team player and ability to work under mental and physical stress and empathy, Respect and integrity.
