Implement human resource management policies, systems and processes and carry out HR administration in line with UBTF’s HR/OD frameworks and statutory requirements.
Human Resources Result Areas
• Development and review of plans and budgets: Ensure that the Department’s work plans and budgets are developed, reviewed and implemented in line with the UBTF Strategy and priorities
• Performance Management: Ensure that the performance management systems including facilitating feedback and capacity development plans are developed and implemented.
• Maintain and update HR files and records: Maintain and update a comprehensive filing system and the UBTF human resource information system for HR related documents and reports iv. Staff development programmes:
• Develop and implement staff learning and development Programmes in line with UBTF objectives and procedures.
• Staff benefits and welfare schemes:
• Develop and implement welfare scheme and staff benefits in line with the human resource policy.
• Staff leave administration: Develop and maintain the UBTF staff benefits in line with HR’s mandate.
• Documentation and dissemination of correspondence: Participate in documentation and dissemination of correspondences and minutes in line with the HR policy.
• Payroll administration: Initiate the UBTF monthly payroll and advise the Finance on any changes before salaries are affected.
Administration Key Result Areas
• Fleet management: Ensure implementation of policies and standard operating guidelines for Fleet in line with UBTF administrative policy guidelines
• Procurement: Support the procurement function as will be delegated by the Finance and Administration Manager in line with the procurement policy guidelines
• Maintenance of premises: Coordinate the maintenance of UBTF Premises in line with the UBTF Policies.
• Provision of support to the executive director and other staff: Provide executive assistance support to the Board and other staff as required.
• Stores Management: Plan and maintain levels of stores, arrangement, monitor and keep up-to-date stores records
Person Specifications
Qualifications:
A Bachelor’s Degree in Human Resource Management, Organizational Psychology, Public Administration or Business Administration.
Experience:
A minimum of three years’ work experience in HR and Administration from a reputable organization.
