Deputy Land and Social Manager (Deputy LSOC Manager) Seaowl Group

MISSIONS/JOB DIMENSIONS
The EACOP Project comprises 1143 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. Approximately 1100 hectares of land are required in 10 Districts and 27 subcounties, Town Councils and villages in Uganda. Under the close supervision and mentorship of the LSOC Manager, the Deputy Land and Social Manager will be responsible for the overall coordination and management of EACOP Uganda Land and Social aspects namely stakeholder engagement, land access, social safeguards design and implementation and livelihood restoration.
The job holder shall ensure compliance of EACOP UG LSOC activities with the laws and regulations of Uganda, International Finance Corporation Performance Standards (IFC PS), Equator Principle IV and international best practices and in line with the Project overall schedule.

The role includes overall management of the team, budget management, administrative tasks and reporting. Considering the nature of the job, the selected candidate will be expected to participate to public forums and communication activities.

ACTIVITIES

Under the close supervision and mentoring of the Land and Social Manager, the Deputy Land and Social Manager is responsible for the following activities:

1. LSOC Department Management
1. Ensures compliance of the LSOC department activities with the relevant standards (Uganda laws and regulations, IFC PS, Equator Principles, and international best practices) and EACOP policies and management system
2. Defines LSOC department planning in line with Project timeline
3. Defines and manages LSOC department activities and budget
4. Defines Human resources requirements and follow up staff performance
5. Acts as Contract owner for LSOC contracts in close collaboration with the C&P team
6. Maintains close communication with Project team
7. Ensures the dissemination of EACOP HSE, Human Rights and Compliance culture within LSOC Staff and Contractors
8. Identifies opportunities for LSOC staff training and continuous professional enhancement

2. LSOC Department Activities Supervision
1. Oversees the Land Access team activities to ensure Project land access activities alignment with regulatory framework, lenders requirements and Project timeline while ensuring that all landowners and land users affected by the land acquisition process are treated with respect and receive compensation at full replacement value
2. Oversees the Livelihood Restoration team activities to ensure Project Affected delivery or replacement of livelihoods with the aim of restoring, or if possible, improve the quality of life and standard of living and ensure food security through the provision of transitional support activities
3. Oversees the Replacement Housing Construction team to ensure timey delivery of the replacement houses
4. Oversees the Social team activities to ensure;
5. stakeholders and PAPs information disclosure, consultation, and meaningful participation into EACOP activities (stakeholder engagement plan implementation), including development of specific communication materials and events to maximize outreach
6. grievance mechanism efficiency in line with the access to remedy framework
7. implementation and monitoring of EACOP Social Management plans
8. vulnerable people plan implementation in all LSOC activities
9. women dedicated engagements across all LSOC activities
10. Develops and implement LSOC monitoring and evaluation system

3. Public Engagements and Reporting
1. Acts as a point of contact for LSOC matters with relevant Government entities
2. Organize and lead EACOP UG Land and Social Steering Committee meetings
3. Maintains communication with CSOs and NGOs on LSOC related activities
4. Provides regular reporting on LSOC performance to internal and external stakeholder
5. Intervenes in public forums on LSOC matters
6. Other tasks as required by the LSOC Manager

CONTEXT AND ENVIRONMENT

1. The post is based in Kampala with travel to the field.
2. The post holder is expected to interface with all relevant EACOP departments

ACCOUNTABILITIES
1. The post holder will ensure that EACOP LSOC practices and activities are completed in compliance of the laws and regulations of Uganda, the IFC Performance standards and EACOP commitments.
2. The post holder is responsible for ensuring that the LSOC objectives are completed on the required schedule.

QUALIFICATIONS AND REQUIRED EXPERIENCE
1. Bachelors’ Degree in Social Sciences, Social Anthropology, Sociology or related discipline required
2. Extensive professional experience including Project Management, working within industry and the management of large and diverse professional teams.
3. Minimum 10 years proven professional experience in land acquisition and involuntary resettlement and resettlement implementation or Management/Coordination experience of investor financed Projects compliant with the International Performance Standards land acquisition and livelihood restoration
4. Management of contractors including technical and financial management and monitoring
5. Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry partners, CSOs/NGOs and international organizations
6. Negotiation and conflict management skills.
7. Proven ability to work independently, manage significant workload and competing demands whilst meeting deadlines.
8. Excellent computer; report writing and analytical skills.
9. Fluency in English (written and spoken) required, additional languages a plus
