Job Summary: The Training and Evaluation Assistant will work with the Training and Evaluation Officer to support grantees in design, implementation and review of the project’s monitoring and evaluation interventions, collection of primary data from the field and in putting into the reporting systems, addressing the M&E capacity gaps identified and track performance:
Key Duties and Responsibilities:
- Work with the Training and Evaluation Officer to identified beneficiaries to establish baseline data, (using the Poverty Probability Index tool (PPI) and Organizational Capacity Assessment (OCAT), that informs the setting of targets and indicators for implementation.
- Work with the Training and Evaluation Officer, to assist the beneficiaries form Participatory Monitoring and Evaluation Committees.
- Assist beneficiaries to identify key stakeholders and work together to review and verify project goals and objectives, targets, and performance indicators.
- Work closely with the Program Officer to assist grant applicants in preparation of complete funding proposals.
- Develop clear budgets and budget narratives for USADF projects to ensure clarity during project implementation.
- Conduct thorough due diligence during project development (design) to ensure that potential applicants meet funding criteria before submission for review.
- Participate in routine monitoring of projects and assisting beneficiaries develop any needed remediation plans and strategies to improve performance
- Monitor, support, and mentor a portfolio of projects under your supervision
- Assist USADF grantees to identify and source for Technical Service Providers.
- Review, submit and follow up grantee requests for disbursement of project funds
- Review quarterly reports submitted by USADF grantees to measure progress against set targets and implementation plans.
- Participate in bi-annual reviews for USADF projects in Uganda to evaluate their performance.
- Work with grantees to prepare pre-close out and final close out reports.
Qualifications, Skills and Experience:
- The applicant must hold a Degree in Business Management, with Organizational Management as an option, or a degree in Business Studies with Project Management and Planning as an option, or a degree in Agri-Business.
- Possession of a relevant post- graduate qualification is an added plus.
- Three years of working experience in the relevant field such as monitoring, evaluation, institutional capacity building and community development.
- Must have good knowledge and skills and experience in adult learning and training using participatory methodologies.
- Strong interpersonal skills and ability to work collaboratively to provide effective training, monitoring and evaluation skills and services to a wide spectrum of clients in a wide range of sectors.
- Skills in use of Microsoft Excel and Word are desirable.
- Good command of the written and spoken English language and two other major languages spoken in Uganda
