About US:

The Government of Uganda received credit from the World Bank towards implementation of the Competitiveness and Enterprise Development Project (CEDP). The Project Development Objective (PDO) is to improve the competitiveness of enterprises in Uganda through supporting reforms in priority productive and service sectors geared towards a better investment climate with particular focus on MSMEs. Government is scaling up the existing operations through provision of Additional Financing (AF). The AF is intended to complete the implementation of the Land and Tourism components while consolidating and enhancing the achievements realized as well as scaling up activities under these components. CEDP-AF will be implemented by eight MDAs. The overall coordination of the Project will lie with the Private Sector Foundation Uganda (PSFU) through a Project Coordination Unit (PCU).

 

CEDP-AF will among others undertake construction of buildings and civil works. CEDP-PCU seeks the services of a project engineer specializing in Buildings to support the design, bidding process and contract management of the building works.

 

PSFU now invites suitably qualified individuals, with qualifications and experience as detailed below to apply for the position of Project Engineer under the CEDP-PCU. Job Purpose: Technical support to CEDP – PCU team on Infrastructure Technical Design Review and Implementation supervision of Project Management Consultants and Contractors for building and civil works under CEDP.

 

Key Duties and Responsibilities:

  • Review the engineering designs and technical specifications developed by the project consultants to ensure consistency with the CEDP ToRS and Project objectives.
  • Oversight Contract Administration and management of the technical aspects of CEDP projects under implementation in conjunction with the PMU team and the project consultants.
  • Monitor and review project delivery status reports by the consultants including Monthly and quarterly reports on activities carried out and progress achieved towards meeting the assignment objectives, timelines and budgets.
  • Review and Report on performance of Consultant’s outputs – specifications, designs, design reports, drawings, Bills of Quantities, payment and contract matters.
  • Review and guide on enforcing recommendations on implementation of environmental and social management action plan

 

Specific Duties and Responsibilities

  • Review the structural designs of buildings and advise accordingly
  • Undertake value engineering audit reviews of proposed designs and specifications to identify and improve functionality in line with CEPD project objectives
  • Participate in preparation of tender documents, tender evaluation and tender reports during procurement of consultants, contractors and/or service providers
  • Review proposed method statements and work activity schedules for building and civil works
  • Train and mentor staff in the Beneficiary agencies in preparation of requisite documents, technical evaluation and contract management
  • Prepare monthly progress reports to inform CEDP Coordinator and other stakeholders on progress of building works
  • Provide Technical supervision of Consultants and Contractors, and monitoring of infrastructure subproject construction works
  • Report on overall progress of infrastructure subproject implementation
  • Review deliverables/outputs of Design Consultants, and advise CEDP Coordinator and other stakeholders accordingly
  • Maintain records and project correspondences relating to design, construction and project administration and management.
  • Liaise with contract managers for Beneficiary Agencies in sub project monitoring, assessments, inspection and certification of infrastructure to ensure quality and value for output.
  • On site monitoring of progress of ongoing subprojects for adherence to sector standards and specification and agreed implementation strategies and project targets
  • Monitor and track validity of performance bonds, advance guarantees and signed contracts for the CEDP projects and prompt management before expiry.
  • Oversight Supervision of the construction of the various contract packages for achieving the expected outputs of the project; eg ICT, Landscaping, furniture, etc
  • Review consultant Record of the work measurement sheets and certify the contractor’s interim and final bill of payment;
  • Prepare monthly and quarterly reports on implementation progress and generate specific data for measurement of milestones on infrastructure progress
  • Participate in Project Coordination Unit meeting with Stakeholders at district level to communicate roles and responsibilities, encourage community monitoring of works, and enhance ownership and co-operation in the implementation of sub projects

Qualifications, Skills and Experience:

  • Applicants should possess an Honors Bachelors of Science degree in Civil Engineering attained from a recognized university or institution. A member of a Professional Body of Engineers and registered or chartered engineer with the Engineers Registration Board. A Post Graduate Degree in Civil Engineering, Construction Management, or Project Management from a recognized institution will be added advantage.
  • It is a pre-requisite that the candidate has at least (10) ten years of professional experience including working knowledge of the disciplines involved for similar assignments in planning, design and construction supervision of building works, from concept stage through implementation to commissioning and contract closure.
  • Proven practical technical competence in handling large infrastructure construction supervision or contractor site management;
  • Excellent team player with strong interpersonal skills and capacity to work with project stake holders
  • Proven strong skills in communication, project management and excellent communication, reporting and writing skills
  • The candidate shall be fluent in the English language. Ability to speak at least one local language in Uganda is an added advantage.
  • Proven integrity and confidentiality in handling public resources and in executing duties confirmed by letters from referees.
  • Self-motivated individual with the ability to work with minimum supervision
  • High level of computer literacy with proven working knowledge of Microsoft office particularly Ms Excel, Ms Project and computer aided design applications
