Finance and Administrative Assistant Infectious Diseases Institute (IDI)

Background:
The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health
System Strengthening. In order to successfully, implement this, IDI is looking for a competent and experienced individual to fill the position below:

Reports to: Finance and Administrative officer

General summary:
The holder of this position will provide finance and administrative support to the project activities and logistics. He will work together with the Finance and Administrative department to follow up payments, support real time tracking of payments, ensure payments are posted within the Transaction details and reconciliations done monthly.

Key Responsibilities:
• Ensure required preapprovals and other supporting documents are secured in advance of incurring an expense.
• Prepare, review and advise on procurement requests, and coordinate with procurement department for timely delivery of goods and services
Prepare and assist to prepare financial and logistics reports to track and reconcile transactions.
• Process payments for staff and non-staff facilitation in a timely manner.
• Provide oversight on timely submission of accountabilities and ensure that the entire process is automated.
• Tracking Program budgets to ensure that there isn’t over or under expenditure.
• Review transaction details and ensure that all expenses are captured in the right period.
Research on financial compliance topics and ensure the full compliance of financial transaction with country laws, donor regulations and Infectious Diseases Institute policies and procedures.
• Work with the Finance team to ensure that transactions paid out in a particular month are posted in that very month to ensure accurate reporting in the department’s projects.
• Ensure that the department is tax compliant especially Withholding tax and Pay As you Earn as we process supplier payments through Mobile money and facilitator payments respectively.
Any other duties as may reasonably be assigned from time to time under the GHS Program

Qualifications and Experience:
• Knowledge on use of mobile money payment systems
• Critical analytical skills
• Experience with working in emergencies
• Flexibility, teamwork, and professionalism
• Excellent skills in interpersonal and organizational relations
• Ability to work independently in a multicultural environment.
• Experience in working with various Implementing partners and District and MOH authorities.

Required Knowledge, Skills and Abilities:
• Degree in a Business Administration, Finance and Accounting, Social sciences,
Development studies or any other related course
• At least 3 years of working experience
• Excellent skills in Ms office
