How will you fight for an AIDS-free generation?
Senior Advisor -Health Systems Strengthening (HSS) will be responsible for providing technical advice and guidance on supporting health systems strengthening activities, including supporting district coordination and governance, supply chain management system; human resources for health, and District-based Integrated Program for the EGPAF project at the regional level. He/she will work with the EGPAF team and will travel extensively to provide direct technical support and guidance to implementing partners at the district, sub-district, and community levels in accordance with national and international HIV/AIDS, MNCH, nutrition, malaria policies, and standards.
No two days are alike at EGPAF, but what can you expect in this role?
• Develops overall Health Systems Strengthening strategy to support the National Strategy to provide national expansion of comprehensive HIV/AIDS, TB, MNCH, FP, Malaria, and Nutrition services in Uganda.
• Provides technical leadership and guidance during the development of EGPAF’s annual work plan and participates in the planning and budgeting activities, especially regarding Health Systems strengthening.
• Coordinates the provision of technical support in the 6 tenets of HSS i.e., 1. Service Delivery, 2. Medicines and Technologies, 3. Finance/Budgeting 4. Strategic Information, 5. Leadership and Governance, and 6. Human Resources to the EGPAF-supported districts and provides technical guidance to the district teams for work plan development to ensure those project activities are successfully implemented sustainably.
• Provides technical guidance and assistance to all implementing partners including CSOs, NGOs, District Health Offices, and District HIV/AIDS Committees (DHACs). This will include a technical review of sub-grant proposals, work plans, and budgets submitted to EGPAF, and oversight of the implementation plan for each implementing partner/sub-grantee.
• Builds capacity of technical staff in the six (6) building blocks for HSS and tracks progress at individual districts through technical assistance site visits and district reports, in collaboration with MOH and the EGPAF program team.
• Work with MOH structures to strengthen community participation and feedback in program activities and improvement of health provider accountability.
• Identify and implement innovations for improving the retention and motivation of health workers.
• Provide technical guidance on quality improvement initiatives to address service delivery gaps at sites and districts.
• Carry out any other duties reasonably assigned by the Supervisor.
To be successful, you will have:
• Bachelor’s degree in Medicine.
• Master’s degree in Public Health or another clinical discipline.
• At least 7 years of relevant experience in designing, managing, and implementing complex, large-scale health public health programs and experience in leading highly successful health systems strengthening programs in Uganda or similar settings.
• Sound understanding of current issues and developments in the field of HIV/AIDS, MNCH, FP, Malaria, and Nutrition.
Required Competencies:
• Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
• Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results, and have good Trainer Skills.
• Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
• Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
