About Project:

On 20 September 2022, Uganda confirmed a case of Ebola (Sudan Virus Disease, SVD) in Ngabano Village of Madudu Sub-County, Mubende district. Concurrently, two sub-counties; Kiruma and Madudu reported a cluster of six unexplained deaths that had occurred between 1 and 15 September 2022 that have been classified as probable cases of Ebola. By 17 November 2022, 60 days later, 141 confirmed cases with 55 confirmed deaths (CFR 39%) had been reported in nine districts: Mubende, Kassanda, Kyegegwa, Bunyangabu, Kagadi, Kampala, Wakiso, Mukono and Jinja districts. This includes: 19 health workers (HW CFR 37%), and 35 cases reported among children (child specific CFR 60%). A total of 76 people including children have recovered from the disease.

 

As part of the scale-up plan of UNICEF Uganda’s Ebola preparedness and response activities, there is a capacity gap of field coordination presence at the national levels in the districts outside of Kampala. These field coordinators will be essential to carry-out EVD preparedness and response activities on the ground.

 

Job Summary: Under the supervision of the Chief Field Operations, and in close collaboration with the EVD coordinator and pillars leads  , the Emergency Field Coordinators will support the coordination of established hubs. Their roles will be responsible for the overall operationalization of UNICEF’s Uganda response to the Ebola outbreak ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

 

Key Duties and Responsibilities:

  • Effective management of UNICEF presence, staff and assets (including financial resources) in the Area of Responsibility
  • Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
  • In alignment with the national EVD plan, the field coordinator will ensure implementation of local plans of actions; in addition, they will ensure compliance and coordination of all pillars with the plans..
  • Technical advice on emergencies and programme management related to implementation of EVD emergency preparedness measures are effectively provided ensuring a gender lens is adopted as well as ensuring a stronger integration and convergence of the interventions to improve impact and cost effectiveness.
  • Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.  Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
  • Needs assessment is effectively conducted to determine priorities and an appropriate intervention.
  • Timely delivery of assistance and supplies is provided, urgent staffing requirements are identified, and the appropriate use of UNICEF resources is monitored for effective project delivery.

Qualifications, Skills and Experience:

  • The ideal applicant must hold an Advanced University degree in one of the following fields: public health, nutrition, social sciences, public administration, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • A first level university degree may be accepted in lieu of the advanced university degree, with an additional 2 years of relevant experience.
  • At least five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Emergency work experience is required.
  • Fluency in English is required. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
