Job Summary: FHI 360 seeks a Maternal and Newborn Health (MNH) Specialist to provide technical support to the Government of Uganda to improve the access to and use of quality maternal and newborn, health services at community- and health facility-levels. The MHN Specialist will be based in Kabale or Moroto sub-region, providing technical support and guidance to district-based teams. This will require frequent travel to catchment area facilities and communities. The MNH Specialist will be responsible for providing technical guidance on the implementation and monitoring of MNH-related facility and community-based interventions, and contributing to creation and dissemination of knowledge products.
Key Duties and Responsibilities: The MNH Specialist will work closely with the program team, under the leadership of the Integrated Health Service Delivery Advisor to execute the following responsibilities:
- Provide overall technical direction and guidance related to evidence-based MNH programming for facility and community-level interventions, based on local and global best practices.
- Support technical aspects of projects including staff and partner capacity building.
- Contribute to program/project design, implementation, learning, and monitoring and evaluation through active collaboration with project teams.
- Conduct analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
- Provide guidance and technical support in alignment with GoU RMNCH policies and strategies, including USAID development priorities.
- Develop or write technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
- Contribute to the learning agenda by identifying information gaps in MNH that could be filled by secondary data analysis, literature reviews, field testing of new approaches and collaborative learning events.
- Assist with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.
- Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree or its International Equivalent required. Master’s Degree in public health, or Obs/Gyn or health services management, and clinical background with public health training is strongly preferred.
- At least four (4) years of work experience, preferably in the Uganda health system.
- Deep knowledge of the landscape for MNH programming in Uganda, including related key GoU and USAID priorities
- Adequate knowledge of Uganda’s planning and performance management system, district supervision, and the country’s MNH quality of care plan and roadmap.
- Excellent knowledge of Uganda district and community-level structures.
- Experience in managing/working with international agencies, USAID funded program
- Prior work experience in a non-governmental organization (NGO) is preferred.
- Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
- Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
- Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
- Demonstrated strategic planning, systems analysis skills, staff development and capacity building experience.
