The Uganda National NGO Forum (UNNGOF) is a National Platform for NGOs that influence governance and development processes in Uganda and enhance their operating environment. Its constituency comprises National, Regional and International NGOs operating in different parts of the country. It also works with a larger civil society constituency to promote citizen-based governance.
Job Summary: The Senior Programme Associate is familiar with current and emerging interventions, trends, and practice in the fields of governance, policy and civic space. The position holder understands and guides how key stakeholders can be engaged to achieve policy advocacy goals, governance reforms and improvements in civic space. He/she provides input into the strategic direction of key UNNGOF programmes and will be responsible for programme design and development; implementation; and partner and or stakeholder engagement.
Key Duties and Responsibilities:
- Carry out research, develop and execute advocacy strategies to influence governance and public policy processes.
- Ensure that UNNGOF programming reflects an up- to-date understanding of local and national contexts, needs and gaps, and who does what and where. This includes helping to identify and prioritize emergent policy and governance issues to address.
- Coordinate and lead the drafting of analysis and responses to a wide range of issues and topics.
- Participate in the development of annual work plans and reports; and ensures delivery of set targets and objectives.
- Use expert knowledge in governance and policy to help conceptualize, design and lead the project approach and interventions in accordance with overall goals of the team and UNNGOF.
- Build and nurture networks, coalitions, and relationships with relevant stakeholders.
- Review, in liaison with the Senior Associate – Finance, the project expenditure for proper coding, budgetary verification and document necessary remedial actions.
Qualifications, Skills and Experience:
- The ideal candidate should hold a Master’s Degree in the areas of governance, public policy, development, economics, law, human rights, social sciences or any other related fields from a recognized institution.
- Training in human rights-based approaches and project planning and management is an added advantage.
- Five years of similar work experience; three of which must have been at coordination/ managerial level in a reputable organisation.
- Previous experience working with Policy, Advocacy and Governance interventions.
- Demonstrable excellent writing and analytical skills
