MAIN PURPOSE OF THE JOB:
Provides assistance regarding planning, budgeting and controlling of Procurement and Disposal of Assets function and activity of the entity to ensure value for money.
DUTIES AND RESPONSIBILITIES:
1. Prepare and Submit Annual Consolidated Procurement Plan
Liaise with end users and prepare draft procurement plans for OAG.
Assist in the reviewing procurement and disposal requisitions and guide the user department in the procurement process.
2. Participate in the Evaluation of Bids.
• Prepare draft bid documents and, participate in the evaluation of bids as assigned.
• Prepare draft and issue approved contracts and local purchase orders.
3. Prepare and Issue Approved Contracts.
• Support the Supervisor in the drafting of contract management appointment letters.
• Issue approved contracts to appropriate service providers/suppliers.
4. Liaise with the Suppliers/ Service Providers
• Guide the suppliers on procurement procedures.
• Support suppliers and the contract manager(s) to ensure compliance with the contract terms and agreements.
5. Prepare and Submit Monthly Reports on Procurement & Disposal
Support the Senior Procurement Officer in preparation of draft monthly reports on procurement and disposal activities.
• Participate in the compilation of documentations and maintenance of safe custody of procurement and disposal records.
• Prepare and submit the monthly reports on procurement & disposal on standard formats to Senior Procurement Officer promptly.
6. Procurement Management System
• Participate in the maintaining of a Procurement Management Information system. In-put procurement transactions on the system for further processing.
KEY PERFORMANCE INDICATORS:
• Draft Annual Consolidated procurement plan for OAG in place.
• Accurate and timely draft Supplier contracts and bid documents.
• Timely submission of monthly reports
• Up-to-date Procurement Management System in place.
JOB SPECIFICATIONS:
Qualifications:
Applicants should be Ugandans aged 30 years and below, holding Either an Honours Bachelor’s degree in Procurement and Supply Chain Management or its equivalent ORFull related Professional qualification in Procurement from a recognised University/Institution.
Experience:
Experience is not required.
