The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: The Senior Internal Auditor- Technical will be responsible for providing assurance on the governance, risk, and controls regarding technical aspects in the Oil and Gas sector in line with the mandate of the Petroleum Authority of Uganda and the approved laws, regulation standards, policies, and guidelines.
Key Duties and Responsibilities:
- Aid in the development of the Internal Audit Manual, the Internal Audit Charter, and monitor adherence.
- Contribute to the Authority’s Audit Plan including conducting risk assessment in the various technical areas of the Authority, determining key priorities and resource requirements.
- Take lead in all audit engagements related to the technical functions of the Authority in line with the Annual Internal Audit Plan.
- Provide advisory services on technical matters in Oil and Gas sector where need arises.
- Create and periodically review frameworks for client/staff sensitizations on Audit and Compliance obligations.
- Support the assessment of risks embedded in all functions across the technical directorates of the Authority and recommend controls to mitigate them.
- Partake in appropriate follow up on engagement findings and recommendations to establish progress on implementation of action plan.
- Develop and maintain productive client, staff and management relationships through individual contacts and group meetings.
- Undertake any other assignments as may be directed from time to time.
Qualifications, Skills and Experience:
- The ideal applicant must hold an Honor’s degree in Industrial Chemistry, Physical Sciences, Chemical Engineering, Petroleum Geoscience or Petroleum Engineering obtained from an internationally recognized University.
- Master’s degree in Petroleum Geoscience or Petroleum Engineering obtained from an international recognized University.
- At least five (5) years relevant working experience in a reputable organization.
