Main Purpose of the Job:
The Pharmacits shall be responsible for the coordination and supervision of pharmaceutical supply chain across all TASO COES and projects, ensuring compliance with regulatory provisions in pharmaceutical management across all TASO operations, participation in research, training and resource mobilization. He/she will operationally work with the Medical Services Technical Lead at TASO Mulago CoE, directly supervise the operations in the pharmacy section and provide any required adminstrative/logistical support on a daily basis.

Key Outputs
Pharmaceutical products at all centers and projects handled in compliance with good pharmacy practice
Drug stock-outs, wastage and piliferage minimised through implementing standard operating procedures on timely reporting, forecating and ordering of drugs
Investigational medical products imported, inspected, distributed and disposed of in compliance with research protocols
Adverse events reporting done timely
Capacity development plan for pharmacy personnel developed, implemented, monitored and evaluated
Periodic and ad hoc workplans, budgets and reports submitted on time

Key Duties and Responsibilities
A. Clinical Pharmacy Support
1. Supervise and support TASO center and regional project pharmacy supUPPORT ORGA technicians, nurse dispensers, and stores staff officers, pharmacy
2. Develop, review and update standard operating procedures for drugs management at TASO centers
3. Ensure periodic stock-taking at all TASO centers and dissemination of stock-status report$22
4. Develop performance plans and appraisal schedules for pharmacy technicians and nurse dispensers
5. Supervise drug-related adverse event reporting and utilization of data to improve clinical practice.
6. Develop Quality performance standards and perform periodic quality check to ensure adherence to standards. Carry out CQI activities to increase institutional adherence and progress towards set standards.
Participate in drug dispensing at the TASO Mulago CoE as part of mentorship and supportive supervision
8. Advise medical and community staff on pre-packing of drugs for differentiated distribution, especially in community models
9. Participate in client and community sensitization activities on proper drug handling
10. Supervise the forecasting, reporting, ordering, procurement, dispensing, management and utilization of all pharmaceuticals and health commodities at all TASO centers
11. Promote rational prescription of drugs, and lead antimicrobial stewardship interventions
12. Collaborate with MOH, National drug warehouses to monitor national ART and ancillary drug stock-status, and advise center and HQ management teams on necessary actions.
13. Participate in Logistic and supply chain TWGs and liaise with key contacts persons at MOH, ware houses, pharmaceutical society and above site mechanism to ensure input in national guidelines and translation of knowledge into policy
14. Maintain up-to-date registration and licensure for all pharmacy staff

B. Capacity Development
1. Conduct training needs assessments, develop, implement, monitor and evaluate capacity building plans for pharmacy technicians and nurse dispensers
2. Participate in organisation and unit-wide continuous professional development activities
3. Represent TASO at national meetings and conferences; and use lessons to contribute to intitutional capacity development
4. Participate in and utilise findings from organisational capacity assessments for institutional capacity development.
5. Lead development, implementation and reporting of training plans for trainees (interns, volunteers, students) assigned
6. Participate in training activities at the TASO College of health sciences, TASO CoEs and projects
7. Participate in joint development of job aides (including drug code lists) and supportive supervision tools
8. Collaborate with monitoring and evaluation technical advisor, and IT specialist to scale up utilisation of digital tools in drugs and inventory management including stock-status reporting
9. Conduct regular supportive supervision and mentorship to pharmacy personnel and apply QI approaches to enhance performance
10. Liaise with ministry of health and national drug authority to conduct capacity assessment and training activities.
C. Research
1. Identify research questions and participate in research proposal development
2. Support the TASO Research Ethics Committee (REC) in supervision of clinical trials where pharmacist expertise is requested.
3. Advise TASO REC and scientific review committee during ethical and administrative review of research protocols
4. Participate in TASO internal research and ensure compliance with research protocols

Minimum Academic Qualifications:
Bachelor of Pharmacy degree from a recognized university. Completion of internship, registration and up-to-date licensure with the Council of the Pharmacy Society of Uganda are mandatory.

Additional Desired Training
• Postgraduate training in project planning, monitoring and evaluation, health systems management, public health, clinical epidemiology OR pharmaceutical sciences desired
• Certificate in Comprehensive HIV/ART Care
• Training of Trainers in HIV Care and Treatment Guidelines
• Good Clinical Practice and Human Subjects Protection
• Training in Supervision, Performance Assessment and Recognition Strategy for medicines management (SPARS)

Minimum Experience and Exposure: Three (3) years’ experience in HIV clinical care and supply chain support.
Special Knowledge: Broad knowledge and understanding of the national and regional HIV situation
