Project Manager Humanity & Inclusion

Responsibility 1: Ensure operational implementation of the project (project cycle management) and technical supervision
• Coordinate the implementation of the project following the different steps of project cycle management in close coordination with partners, national and local authorities.
Implement core project activities directly falling under the PM’s mandate and responsibilities.
• Support technically project implementation.
• Ensure appropriate monthly, quarterly, half-year and annual planning of project activities.
• Ensure project indicators developed, follow adapted HI tools and are in line with project quality framework.
• Carry out support and follow-up missions in the zones of intervention.
• Identify implementation challenges and propose appropriate timely solutions / adjustments.
• Develop and timely submit internal and external project reports respecting donor requirements and quality standards.
• Apply and promote monitoring, evaluation, accountability and learning processes related to the project.
• Facilitate cooperation and synergies with other HI teams (mutual planning and resources sharing).
• Ensure coordination between project team and technical unit through support requests and regular meetings according to the needs to ensure intervention quality;
• Hold regular project Inter Service Project Reviews (ISPR) and timely updates of the project PM Box.
• Embrace external evaluation processes and ensure recommendations are implemented.

Responsibility 2: Ensure proper coordination with partners and other external stakeholders
• Regularly inform and exchange with national project lead on project level of implementation, challenges met and solutions proposed.
• Ensure respect of partnership agreement with national project lead.
• Represent the project towards external partners, local and national.
• Represent HI in the different coordination platforms and sector technical working groups.
• Contribute to stakeholders’ capacity building according to identified needs and project activities.

Responsibility 3: Ensure administrative and financial management of the project
• Together with support services:
• Perform monthly budget rolling forecasts, prepare monthly project cash needs and endorse budget holder responsibilities.
• Establish annual phased budgetary planning and monthly budget follow-ups.
• Ensure proper and regular follow-up of project’s expenses, analyse discrepancies, anticipate evolution and propose budgetary adjustments or realignments.
• Ensure proper storage and archiving of project documentation I.e. proposals, budgets, reports, assessments and surveys, tools and IECs.
• Ensure respect of internal and donor financial procedures (eligibility and flexibility rules inclusive).
• Support the country financee manager in generating project financial reports and analysis.
• Ensure respect of procurement and service provision procedures (logistics and procurement).
• Ensure development and regular update and follow-up of the project supply planning (SP).

Responsibility 4: Manage and support project team
• Ensure support and management of the project team.
• Ensure development and evaluation of the individual objectives of the project team.
• Participate in the recruitment of project team members (if required), respecting HI human resources standards and procedures.
• Contribute to staff’s capacity building through skills and knowledge transfer.
• Ensure appropriate flow and coordination of information between project team and other HI services.
• Ensure development and follow-up of individual action plans.
• Ensure team performance management ie. Timely appraisals.

Responsibility 5: Ensure proper external Representation and Coordination for the project

• Within time and means constraints, and in coordination with Operations Manager:
• Support other project teams in technical aspects like indicators development and tracking, training plans, proposal writing, work planning, report writing and lessons learning).
• Participate in needs assessments, surveys and evaluations and contribute to new project concept designs based on lessons learning and project evolution and to programme strategic development reflexion.

Responsibility 6: Respect of HI identity, values, rules and policies
• In coordination with the Country Human Resources Manager and the Area Operations Manager:
• Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by team
• Know, understand, apply and respect HI security rules and make sure they are known, understood and applied by team.

Education & Experience
• Academic background: Masters within the fields of Public Health, Comprehensive Nursing or health sciences.
• At least 5 years of professional experience in an NGO at managerial position.
• At least 3 years of professional experience in project cycle management.
• At least 3 years of professional experience in Humanitarian Response related field work.
• At least 4 years of experience in the field of health services, inclusion or nutrition or child development intervention.
• Knowledge of the public Health and maternal and child health sector in Uganda.
• Experience with Early Childhood development (ECD)

Personal Skills & Technical Competencies required

• Project cycle management and related tools and methodologies.
• Planning, monitoring and evaluation tools and systems.
• Capacity building, training and coaching skills.
• Capacity to work in synergy with multiple stakeholders
• Perfect fluency in English: written and spoken and strong writing skills.
• Very familiar with MS Office (Word, Excel, PowerPoint) and internet.
• Ability to work under pressure.
• Strong interpersonal and intercultural skills.
• Strong interest in the fields related to HI mandate.
