Job Title: Human Capital Officer

About US:
The Deposit Protection Fund of Uganda (DPF), which is also referred to as the Fund, was established as a separate legal entity following the enactment of the Financial Institutions (Amended) Act, 2016. Prior to this, DPF was managed by Bank of Uganda.
Job Summary: TheHuman Capital Officer is an HR professional responsible for providing support in the various human resources and functions, which include recruitment, staffing, training and development, performance monitoring and employee counselling.
Key Duties and Responsibilities:
- Preparing job descriptions, advertising vacant positions, and managing the employment process.
- Orientating new employees and coordinating training existing employees.
- Monitoring employee performance through quarterly check-ins and annual performance appraisals.
- Coordinating knowledge-sharing sessions and town-hall meetings.
- Ensuring that all employees are organized and satisfied in their work environment.
- Coordinating the health and safety of all employees.
- Implementing systematic staff development procedures.
- Providing counselling and advice on HR policies and procedures.
- Ensuring meticulous implementation of payroll and benefits administration.
- Ensuring accurate and proper record-keeping of employee information in electronic, physical and digital format.
- Maintain a filing system to ensure documents and information are retained and easy to locate.
- Work with management to ensure all HR metrics are up to date.
- Create a suite of document templates eg employment contracts, variations to contract letters, invitation to meeting letters, resignation letters, etc. Ensure these are accessible to the team and ensure they are kept up to date and in line with contractual and statutory requirements.
- Produce employment contracts and variations to contracts in line with authorized management requests.
- Seek at all times to be effective and efficient and to enhance the quality of the service which the HR team gives to all its users in line with the values of the Fund, thereby assisting them to provide a high-quality service.
Key Outputs:
- Identify personal and professional staff development needs to meet the Fund’s Strategic and Operational Plan.
- Ensure continuous professional development (CPD) requirements as specified by the Fund and that may be identified during processes, for example, appraisal.
- Participate in the Appraisal Scheme.
- Be responsible for ensuring that the duties and responsibilities detailed in the Health and Safety Policy are adhered to and carried out.
- Maintain awareness of the requirements of the Health and Safety Policy.
- Read, understand, and apply the procedures and ensure that the duties and responsibilities detailed in the HR and Administration Policy are adhered to and carried out.
Qualifications, Skills and Experience:
- The applicant must hold a first-class or Second-class upper honours degree in human resources, management and/or business administration (management/human resources), or related field.
- Three years of relevant experience in human resources is essential for senior officers while no prior experience is essential for officers.
- Additional training/certification in Human Resources Management is an added advantage.
