Main Duties and Responsibilities
Include national content in procurement:
• Advise and include clear national content requirements in procurement.
Prepare and update national content templates used in procurement.
Ensure that national content requirements are in line with regulatory requirements and the approved National Content Programme.
• Review, evaluate and validate national content proposals in pre-qualifications, calls for tenders and others.
• Prepare and advise tenderers on clarifications on national content requirements.
Include national content in contracts:
• At contract award stage, review and validate selected contractor’s / supplier’s national content plans & commitments to ensure that they are comprehensive and appropriate for monitoring and reporting during execution.
• Ensure that the contract national content commitments are in line with regulatory requirements.
Keep track of the national content plan and commitments in contracts under the contractor’s responsibility and monitor and report on achievements as required.
Communication:
• Prepare presentations and reports regarding national content for internal communication / reporting purposes and for external communication / reporting with Partners, Authorities, contractors or other stakeholders.
• Liaise with Partners, Authorities and other stakeholders regarding national content matters.
• Contribute to capacity building efforts on preparation and implementation of national content plans and commitments.
• Support with preparation & dissemination of annual and statutory national content plans and activities.
Coordination & Administration:
• Coordinate and oversee completion of internal and external audits related to national content.
• Liaise and support internal & external stakeholders on national content related aspects.
• Support with monitoring internal and external (supply chain) national content implementation and compliance.
Support with organising and implementing capacity building programs.
Candidate profile
Qualifications and Experience:
• Bachelor’s degree in Engineering, Procurement, Business Administration or equivalent.
• Minimum 7 years of relevant professional experience.
• Good knowledge and understanding of procurement and contracting in oil & gas.
• Good knowledge & understanding of Uganda oil & gas activities and national content related laws, regulations and policies.
• Good research, report writing and analytical skills.
• Excellent interpersonal and written & oral communication skills.
• Good administrative and negotiation skills.
• Innovative and able to work both individually and in a team.
• Good computer skills, including advanced proficiency in Microsoft Office.
