Job Summary: The Finance and Accounting manager will manage a set of accounting activities to ensure compliance with generally accepted accounting principles and audits. The position holder shall manage the accounts’ payable function, payroll function, reconciliation of accounts and take lead in development and implementation of accounting policies, procedures and controls and monthly closing of accounts. The ideal candidate possesses leadership capabilities, solid operational and technical accounting background and works proactively to drive results. This person is a self-starter, flexible, has a high level of integrity and is action and goal-oriented in a fast-paced, team-oriented, collaborative environment

 

Key Duties and Responsibilities:

Budgeting and Financial Management

  • Lead the annual budgeting and periodical forecasting process for program and Country offices in consultation with the Country Director and Country Management Team (CMT)
  • Support staff with work plan budget development, technical budget estimates and scenario-based forecasts as needed for program spending.
  • Provide timely financial reporting with detailed Budget vs. Actuals
  • Monitors overall expenses and revenues to ensure that projections are accurate & the program does not overspend with available revenue
  • Maintain effective timelines and quality control process for financial and operational deliverables and financial management processes
  • Provide technical advice to staff and management on monthly and quarterly budget performance
  • Design and collaborate with the CMT to implement appropriate financial due diligence procedures for programs and perform financial assessment of the same.
  • Carry out benchmarking exercises and supplier reviews to obtain value for money on its purchases
  • Assessing organizational performance against both the annual budget and program’s strategic plans determining corrective actions required.
  • Review existing internal control systems and recommend strengthening wherever necessary.
  • Maintain relations with the bank and service providers as well as important contacts of the organization

Financial reporting, compliance, and preparation for audits

  • Establish internal controls and guidelines for accounting transactions and budget preparation to ensure compliance in line with Lifewater policies and procedures and international finance reporting standards
  • Work with other managers and supervisors to ensure compliance with internal policies, statutory obligations, and Donors’ requirements.
  • Responsible for tax planning throughout the fiscal year; files annual tax return.
  • Audits accounts to ensure compliance with local regulations; coordinates with outside auditors, take lead in preparation for audits and provides needed information for the internal and annual external audits
  • Provides financial analysis with an emphasis on pricing decisions and contract negotiations.
  • Monitor and review accounting system reports for accuracy and completeness to ensure that all transactions have been correctly posted onto the software and any errors are timely corrected.
  • Oversees the production of periodic financial reports; ensures that the reported results comply with generally accepted accounting principles or financial reporting standards.
  • Review the staff payroll and pays lips each month as well as the Provident Fund withholdings and employer contributions
  • Liaise with the local authorities and remit any vendor or staff withholding monthly

Procurement and Logistics Management

  • Regularly review and recommend update of the procurement policies and procedures
  • Oversee procurement planning and implementation of an effective and well-documented system of procurement management at all offices
  • Support timely and accurate processing and documentation of procurements, review paperwork for accuracy, assess value for money and compliance with LI procurement policies and procedures.
  • Support and advise the procurement committee in the procurement of goods and services for the organization
  • Offer guidance to staff in the disposal process of old and obsolete inventory and assets

Capacity Building

  • Mentor and coach, the finance staff and procurement officer at the Country and Program offices
  • Conduct appraisals to the procurement officer and the accounts assistant at Country office
  • Develop mechanisms to ensure regular communication and planning of priorities takes place across the finance team at Country and Program offices
  • Recruits and hires accounting and financial staff and conducts performance evaluations
  • Coordinates training programs for new staff and identifies training needs for current staff on Lifewater finance and procurement policies and procedures
  • Support the procurement and finance staff in career growth and development as per the organizational capacity building plans.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in accounting or Business Administration required.
  • CPA / ACCA would be an added advantage.
  • At least five years or more of related experience in a national / International NGO, of which at least 2 years must be in a managerial position at a similar level
  • Excellent management and supervisory skills.
  • Excellent analytical skills
  • Proficient in Microsoft Office Business central or similar software.
  • Excellent written and verbal communication skills.
  • Excellent organizational and time management skills.
  • Proficient in accounting and tax preparation software.
  • Excellent in accountability and leading by example
  • Excellent creative problem-solving skills
  • Prolonged periods sitting at a desk and working on a computer.
