Sexual Reproductive Health Specialist-GFFO Project CARE International

CARE International in Uganda with funding from GFFO has been implementing the Protection, Shelter, GBV and Sexual Reproductive and Maternal Health Project in Rhino camp refugee settlement targeting the South Sudanese Refugees and host community since 2017. The project is mainly focusing on; Increasing access to life-saving SRH and protection services for displaced populations and host communities across DRC, South Sudan and Uganda). The GFFO funding is to consolidate and ensure that women and adolescent girls have access to quality SRMH services as part of a comprehensive package of SRH services in Rhino and Imvepi Refugee Settlements.

Overall, Job Summary
The Sexual and Reproductive Health (SRH) Specialist has a technical responsibility for implementation of activities under the GFFO funded Project. S/he will be supervising and directly working with the Partner, health personnel and DHO of Madi Okollo and Terego other CARE staff and humanitarian agencies at settlement level to ensure that the objectives of the project are achieved. S/he will ensure that project activities at field level which include family planning, maternal and neonatal care, and case management of sexually transmitted diseases, post abortion care and the clinical management of sexual assault survivors are implemented in the most effective and efficient way.

Reporting to the Initiative Manager, the SRMH Specialist is technical in the areas of Sexual Reproductive and Maternal Health and Rights implementation.

S/he will be responsible for supporting and supervising the CARE supported health facilities to implement Reproductive Health activities including communities in the 2 settlements according to CARE’s SRMH work plans. S/he will facilitate linkages to health services, ensuring centre-based referrals, health service mapping and support capacity enhancement. The SRH specialist will ensure planning and preparation of weekly, monthly, and quarterly work plans and reports on field activities for timely submission to the Initiative Manager or SRMH Specialist. S/he is responsible for writing and documenting case stories of lessons learnt.

The SRH specialist working in collaboration with the MEAL team will monitor and update disaggregated SRMH database for CARE. S/he will monitor program supply inventory levels and perform monthly spot-checks on program commodity inventory. Under the various funding streams within the program, the SRH specialist contributes to integration of gender transformative program approaches and implementation of Sexual Reproductive and Maternal Health and Rights activities within the Humanitarian setting.

In addition to the above, the SRH specialist will be the focal person for CARE’s SRH interventions in Terego and Madi Okollo district (Imvepi and Rhino Refugee settlements).

Specific responsibilities and tasks
Responsibility #1 (40%): Assess, facilitate, and strengthen the capacity for health workers and village health team’s/community health workers and target community to conduct SRMH activities.
• Design SRMH community training needs, assessment tools and methodologies relevant to the impact group of the project.
Support and implement appropriate gender transformative strategies to address the capacity gaps of the identified target population.
• Work closely with health service providers and partner, to facilitate and organize training workshops to address SRMH and gender gaps and build skills.
• Adapt and/or develop and deploy standard IEC and SRH training materials as approved by CARE, MoH, WHO and recognized entities.
• Organize and lead relevant training on Sexual Reproductive Maternal health services including BEmONC, FP, MISP, Clinical management of Rape, ASRH etc.
• Ensure that all SRH activities implemented adhere to safety and respect the dignity of beneficiaries especially of women and girls.
• Substantially contribute to business development by participating in program design and proposal development in the area of technical competency.
• Ensure that financial and other entrusted project resources are used effectively and transparently for intended project goals.

Responsibility #2: Monitoring, Evaluation, Accountability and Learning (25% of time):
Lead in the monitoring of SRMH information, focusing on knowledge, attitudes and skills of the impact population and different stakeholders.
• Identify existing resources and potential channels for communication that can be mobilized to inform the community and scale up interventions addressing SRMH challenges and gaps.
• Inform the Response team on key messages to be disseminated based on assessments and feedback from the target community and inform documentation processes.
• Prepare quality weekly, monthly, quarterly, and annual plans and reports for implemented activities.
• Participate in evaluating progress towards achievement of project outcomes.
• Provide on-going support supervision and monitoring to the selected partner and project staff and to ensure delivery of quality services.
Contributes to the creation and sharing of knowledge by synthesizing and documenting impact stories, lessons, success stories, best practices, strategies, and approaches.
• Analyze basic factors affecting the achievement of SRH results, recommend corrective action and follows up on recommendations.
• Work closely with MEAL staff, partners, and the records officer of the targeted health facilities through provision of support in the management of an SRMH data base.
• Ensure that settlement-based community structures and partner organizations are functioning and submitting reports to relevant community leaders, the sub county leaders, CARE and other relevant offices
• Provide on-going support supervision and monitoring to health providers and community structures to ensure delivery of quality SRMH services.
• Identify, prepare and document SRMH lessons learnt under Humanitarian Response.

Responsibility #3 Coordinate and nurture relationships with Local Governments, Refugee Settlements, and IP for synergy (25% of the time)
Coordinate with and maintain productive professional relations with field staff, UNHCR, IP namely Restless Development, local governments at district and sub county levels and refugee settlement authorities.
• Support building referral mechanisms and ensure ASRH needs of, youth and especially out of schoolgirls are considered and addressed by service providers.
• Develop and support a collaborative and transparent working relationship between CARE, the IP and stakeholders on the ground based on effective and timely communication
• Represent CARE in Adolescent Sexual and Reproductive Health coordination mechanisms aimed at harmonizing integration of programmes and technical working groups at national, district and settlement levels when required.

Responsibility #5: Promote Gender Equity & Diversity, and Safeguarding Practices (5%)
Practice a behavior that is consistent with CARE’s core values and promotion of gender equity and diversity goals.
• Ensure that CARE Safeguarding policies and procedures are adhered to by all and the staff that S/he supervisors both directly or indirectly.
• Ensure that staff and related personnel as well as partner staff are familiar with the following organizational policies and procedures, can apply them and identify breaches, The CI Safeguarding Policy, Protection from Sexual Harassment, Exploitation and Abuse and Child Abuse, The anti-discrimination and harassment policy, The Code of conduct.
• Ensure that an effective Complaints, Reporting and Feedback system in place for the supervised staff, beneficiaries and third parties.

Responsibility #4: Any other duties as assigned by the supervisor (5%)
• Perform roles as assigned by the Initiative Manager and any other duties incidental to the position.

Relationships and collaboration:
This is a middle level management position in CARE and it is therefore important that the position holder exercises both sensitivity and responsiveness to the needs of the program, staff and partners, as well as the mission, program directions, policies, procedure and core values of CARE International. S/he will have close and joint planning, coordination and collaboration with Greater North Humanitarian staff, and implementing partners. In addition, collaboration with governmental (Local district governments) and non-governmental counterparts (other INGOs), partners and stakeholders (UNHCR) is essential. S/he will coordinate relevant activities of implementing partners with other CARE programs when relevant and communicate and cooperate with CAUT as well as various Care International Technical Experts as appropriate.

Work conditions
The position is based in Arua Sub Office. A significant amount of time (at least 50%) is expected to be spent in the refugee settlement and host communities, liaising with partners, local government and stakeholders within the area of operations. It is essential that the SRH specialist maintains a close effective presence in the field to ensure proper management supervision, guidance and leadership on field activities. However, s/he will be required to travel to Kampala and elsewhere, from time to time for meetings, training events, among others.

Level of Authority
The SRH coordinator will formally report to the Initiative Manager. S/he will organize her/his day-to-day work based on the agreed weekly and monthly work plans with the Initiative Manager in coordination with the other field staff, partners and stakeholders. S/he has no authority to enter into formal partnership agreements, nor any formal financial authority, apart from standard expenses for day-to-day activities. The SRH specialist is responsible for the safety and custody of organization assets in her/his possession. Travel to locations outside project areas should be done and coordinated with the knowledge of the Initiative Manager (SRMH Specialist) and the Emergency Team Leader

Relationship and collaboration
The SRH specialist will work as a process-oriented support person to CARE Emergency Program to achieve on the SRMH related interventions within the Emergency Response.
It will therefore be essential for her/him to develop relationships with partner organizations to ensure effective support. This requires both sensitivity and responsiveness to the capacities and needs of the different partners.
S/he will also collaborate with other Country office related initiatives within the sub office and will be expected to provide support based on clearly and jointly agreed Programme priorities. Teamwork is therefore a key element of the position.

Minimum qualification and experience

• A Bachelor’s Degree in Medicine, Nursing, Midwifery or closely related clinical field is a MUST.
• A Master’s Degree in Adolescent Sexual and Reproductive Health or Public Health, Social Sciences, Social Work, or any other closely related field, or relevant Post-Graduate Qualification with substantial content in Sexual Reproductive Health Rights is a MUST.
• A minimum of 5 years’ practical experience in SRH programming and implementation with hands-on professional experience in community development, including experience and knowledge of working within conflict and post-conflict recovery, with a humanitarian and development background.
• Proven extensive experience implementing and technically leading programme activities on Sexual Reproductive Health.
• Strong working knowledge of M&E, report writing and documentation.
• Experience working through partnerships and implementing partners
