Job Summary: The Programme Analyst, Yumbe contributes to the effective delivery of UNFPA activities in the areas UNFPA’s work relevant to the Yumbe field office that support the rights of persons. Under the direct supervision of the Programme Coordinator, Yumbe, the Programme Analyst, contributes to management of UNFPA’s programming activities on reducing GBV, FGM, Child Marriage and Human Rights abuses, as well as SRH, Gender and Youth Mainstreaming in the region particularly among the adolescents/young people, women and key population groups; including in development and humanitarian settings.
The Programme Analyst, Yumbe will provide high quality technical inputs and be responsible for program development, implementation, results monitoring, knowledge management, and policy advocacy in Yumbe, Uganda to deliver an integrated package of rights (SRHR/GBV/HIV), i.e. managing, monitoring and evaluating UNFPA programme implementation in the area of GBV/SRHR/HIV and Human Rights issues for women and young people across the humanitarian/development nexus.
S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to UNFPA Country Office (CO) on issues in the district pertaining to UNFPA’s work including planning, monitoring, evaluation and reporting.
The Programme Analyst will work closely with MoH and other relevant Ministries, Departments and Agencies (MDAs) in Yumbe District of Uganda as a whole. S/he and other partners to ascertain a coordinated effort in the planning, implementation, monitoring, evaluation and reporting of programming activities; and contribute to the work of the UNFPA/UNICEF Joint Programme to End FGM and the Global Programme to End Child Marriage and other areas of work focus for UNFPA in the district.
Key Duties and Responsibilities:
Programme Management and Technical Expertise
- Strengthen integration of GBV/FGM prevention and response, rights-based approach, gender and SRHR/HIV issues for women and young people within UNFPA humanitarian-development programming.
- Work closely with program officers at field and country office to manage, monitor and evaluate ongoing program implementation in the area of an integrated package of rights (SRHR/GBV/HIV/FGM/etc) for women and young people, providing technical support to ensure efficiency, effectiveness and coherence of program implementation.
- Support national partners to develop advocacy and policy documents across humanitarian and development settings.
- Build the capacity of government and implementing partners to effectively diagnose gaps in GBV prevention and response, propose effective strategies to address existing bottlenecks, and support coordination of the multi-sectoral GBV prevention and response across humanitarian and development settings
- Accelerate efforts towards reducing the prevalence of GBV in the region
- In collaboration with Government counterparts, NGOs and other partners, ensure quality of SRHR/GBV/HIV/FGM programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
M&E, Policy and Knowledge Management
- Ensure robust tracking of SRHR/GBV/HIV/FGM programme implementation and financial expenditure, and support implementing partners to submit quality technical and financial reports in conformity with signed agreements.
- Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
- Help create and document knowledge about current and emerging trends and issues, by analyzing SRHR/GBV/HIV/FGM programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Support national partners’ capacity to generate quality SRHR/GBV/HIV/FGM data, analysis and utilization for evidence-based decision making, policy and program formulation, monitoring and evaluation in support of integrated national development and humanitarian response.
- Analyze and interpret the political, social and economic environment relevant to SRHR/GBV/HIV/FGM and identify opportunities for UNFPA assistance and intervention. Keep abreast with new policy developments and strategies by analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
- Participate in relevant local, national and sub-national fora, enhancing UNFPA mandate on GBV and work to ensure that technical issues are incorporated in national development plans and frameworks.
- Address policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of SRHR/GBV/HIV/FGM issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
- Create substantive knowledge of SRHR/GBV/HIV/FGM issues in the district, assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
- Participate actively in appropriate UN coordination mechanisms (e.g. Joint UN Team on FGM/GBV, etc.) and support and contribute to all joint programmes/activities among the UN agencies.
- Advise the Yumbe team in order to ensure that the specific needs of adolescents and persons with disability on SRHR/GBV/HIV/FGM and Human Rights are fully addressed.
Advocacy and Resource Mobilization and Funds Management
- Support advocacy and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
- Develop and disseminate factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilization purposes.
- Facilitate the identification of resource gaps in the districts and humanitarian settings and assist prepare project proposals with SRHR/GBV/HIV/FGM and Human Rights components and share information about UNFPA tools for co-financing and funding.
- Prepare and manage relevant budgets; Monitor expenditures to ensure delivery is in line with approved budgets and to realize targeted delivery levels and deliver timely and accurate reporting of financial information.
- Raise requisitions for relevant travels and procurement under the e-procurement module in Atlas.
- Manage assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use (Form C).
- Represent UNFPA at key events where required, with regard to UNFPA’s mandate.
General Support
- Stand-in for other Programme team members on selected functions as may be required.
- Carry out any other duties as may be required by UNFPA leadership.
Qualifications, Skills and Experience:
- The applicant for the United Nations Population Fund (UNFPA) Programme Analyst SRH/ GBV job must hold a Masters Degree in health, population, demography, development, gender, law and/or other related social science field.
- Two years of increasingly responsible professional experience in the field of development and population activities;
- Work experience in the field of Sexual and Reproductive Health is preferred.
- Specialized knowledge and experience in SRHR/GBV/HIV/FGM and Human Rights approaches will be desired;
- Experience in programme/project management including experience in large multi-sector programmes;
- Experience working with the Ministry of Health and Local Government (districts) is desirable.
- Field experience is an asset;
- Prior experience in the UN system is an asset
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage
