Uganda Finance and Administration Officer – Momentum Wheels for Humanity

General Summary:

Momentum Wheels for Humanity (MWH), a registered INGO in Uganda, is seeking candidates for the position of Finance and Administration Officer to provide management support to the financial and administrative functions for MWH in Uganda**.** The Finance and Administration Officer will be responsible for funds management and accounting for MWH assistive technology (AT) activities under the USAID-funded Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS) project and other activities as relevant. The Finance and Administration Officer will prepare and submit required tax and other reports for state authorities for MWH in a timely manner and in compliance with the government of Uganda laws. S/he will ensure compliance and consistency with MWH policies and procedures, as well as USAID and Government of Uganda rules and regulations in carrying out all functions.Only candidates with work authorization in Uganda will be considered; relocation benefits will not be provided.

Specific Duties and Responsibilities:

The Uganda Finance and Administration Officer will be responsible for performing the following primary tasks:

  • Responsible for all aspects of financial management and accounting for MWH activities in Uganda
  • Record and account for MWH transactions, ensuring accuracy and completeness of required supporting documentation
  • Process disbursements in accordance with MWH financial management policies and established approval levels
  • Perform month-end closing and year-end duties such as bank reconciliations and VAT reimbursement reports for MWH activities
  • Support preparation of inventory and VAT reports for MWH Uganda activities as relevant
  • Monitor expenditure levels and allocation of expenses by funding source, providing monthly expenditure reports to MWH headquarters (HQ)
  • Ensure effective cash flows, prepare forecast of expenditures, and submit monthly cash requests to MWH HQ
  • Prepare and submit required tax and other reports for state authorities for MWH in a timely manner and in compliance with local government laws
  • Contribute to regular expenditure forecasts for budget monitoring purposes for ReLAB-HS
  • Ensure compliance and consistency with MWH policies and procedures, as well as USAID and Government of Uganda rules and regulations
  • Manage and maintain MWH accounting and finance records in accordance with USAID regulations and MWH policies and procedures
  • Process MWH expense reimbursements and advances according to MWH guidelines
  • Ensure sound cash management of local bank account(s) and maintain petty cash fund according to MWH guidelines
  • Provide assistance, including preparation of documents, for MWH and ReLAB-HS internal and/or external audits as needed
  • Oversee administration of MWH human resources as relevant, including but not limited to, maintaining personnel files
  • Oversee procurement of MWH activity equipment and supplies according to MWH procurement guidelines
  • Support and oversee awareness measures for prevention of fraud, bribery and corruption; report any suspected misconduct to MWH HQ and assist with periodic risk assessments and trainings
  • Ensure MWH organizational registration documentation is kept current at all times
  • Support on other ReLAB-HS administrative tasks as relevant up to 25% time

Minimum Qualifications (mandatory):

  • A Bachelor’s degree or equivalent in finance, administration, accounting or related area
  • At least five years of experience managing finance and administration on international donor-funded projects, including experience on USAID-funded projects
  • Experience managing accounting, finances, and administration for a US-based non-profit organization
  • Experience managing payroll and other HR functions in Uganda
  • Familiarity with US government cost accounting standards and USAID regulations and procedures for financial management and procurement
  • Strong computer skills, including advanced proficiency with Microsoft Excel spreadsheets
  • Ability to manage deadlines and priorities and problem solve with international team
  • Strong management skills and excellent interpersonal communication skills
  • Strong verbal and written proficiency in English
