Since 2008, The Water Trust has partnered with more than 800 communities in Masindi and Kiryandongo, benefitting more than 300,000 people. In 2017, The Water Trust developed an innovative savings group-based approach to increase the sustainability of rural water and the impact of hygiene and sanitation promotion. The organization is currently scaling this novel program across more than 400 communities a year in western Uganda across Ugandan and refugee communities. Over the next three years, The Water Trust aims to scale up its programs through direct implementation and technical assistance partnerships, while continuing to partner with researchers to find new ways to raise the bar for impact and sustainability. Job Summary:  The Data Manager will lead the organization’s data and information management activities across program and operational areas. The Data Manager will be responsible for providing timely, relevant analysis of Monitoring & Evaluation (M&E) data to assess the performance of both technical and social water, sanitation and hygiene (WASH) programs. Operationally, the Data Manager will also support efforts to improve the performance of information management across finance, project management, and logistics – they will provide day-to-day leadership for change initiatives and technical support to staff. The Data Manager likewise will be expected to guide the organization’s information management and ICT strategy in close collaboration with the senior management team. This role is a great opportunity for a tech-savvy analytics professional interested in applying their skills for social good and playing an essential role in driving an organization’s analytics strategy.

 

The position reports to the Program Director with a dotted line to the Chief Operating Officer (COO) for operational issues. This role collaborates significantly with the M&E Officer, the lead for planning and implementing monitoring and evaluation surveys. The role will also coordinate with the Program Managers and COO to assess performance in their functional areas.

 

Key Duties and Responsibilities:

  • Ensure the collection, storage, and dissemination of accurate and reliable data. Contribute to planning, design, and implementation of information management and gathering processes across the organization.
  • Analyze and interpret water, sanitation & health (WASH) data to generate regular internal and external updates on findings, opportunities for improvement, and general trends.
  • Build analytical dashboards and business intelligence products, making available TWT’s data, impact, and expertise to donors, government, and other stakeholders.
  • Coordinate data collection as per program manager, stakeholder, and donor needs; help internal practitioners to understand and communicate outcomes, challenges, and insights.
  • Oversee appropriate usage of key information management systems (mWater, Asana, Google Drive).
  • Manage online database of current and historical projects, project locations, and related monitoring and evaluation data.
  • Provide support to TWT capacity-building initiatives on the deployment, use, operation, and maintenance of databases and data collection systems for program staff, government collaborators, and others.
  • Act as a subject-matter expert for any topics relating to the ethics of data gathering, use, protection, and dissemination; support the development of necessary tools and documents
  • Perform such other duties as may be assigned.


Qualifications, Skills and Experience:

  • Authorization to work in Uganda. Ugandan Country National (or a refugee with work authorization and living in Uganda) strongly preferred.
  • Two years of experience in IT or business analytics; experience with nonprofits
  • Excellent overall understanding of information technology (architectures, cloud solutions, data management, processing technologies, BI systems) and business analytics (dashboarding, data manipulation, qualitative and quantitative analysis)
  • Ability and experience using and managing Relational Database Management Systems. Fluency in SQL. Experience with NoSQL methods is a plus
  • Strong knowledge of geospatial analysis and GIS Systems (e.g., Esri ArcGIS, QGIS)
  • Experience in quantitative data cleaning and analysis
  • Experience with python or R preferred or other statistical programming language (e.g., Stata)
  • Comfortable with frequent travel to Masindi, Kiryandongo and other rural locations (25%)
  • Knowledge of Mobile Data Collection tools (mWater, ODK, KOBO) preferred.
  • Speaks one or more of the following languages: Swahili, Runyoro, Luo, Iteso, Lugbara, Lugisu
