Job Summary
Monitor and coordinate the implementation of the procurement cycle policy and guidelines for the timely availability of quality goods works and services at the most competitive prices in line with Baylor-Uganda’s Mission.
Overall Responsibilities
- Monitor the implementation of Baylor-Uganda procurement policy and guidelines in accordance with national Law (Public Procurement and Disposal of Public Assets Act).
- Coordinate the development of Procurement Plans and budgets for every financial year and account for expenditures in accordance with approved procurement policy and guidelines of Baylor Uganda
- Prepare pre – qualification documents, Invite public bidders for pre-qualification exercise and conduct price search and market surveys, then appraise and update the supplier’s shortlist in relation to the findings and the evaluation criteria in prequalification document in line with the procurement rules and regulations.
- Prepare bidding documents, invite the shortlist bidders to submit their proposals and manage the Tender/Bid opening and communication of awards as per procurement rules and guidelines.
- Prepare and submit quarterly Procurement reports to Contracts Committee and respond to all queries or communications in regard to the reports in line with Baylor-Uganda procurement policy.
- Organize and manage contract negotiations with shortlisted suppliers to negotiate terms and conditions of contract in line with Baylor–Uganda Contracts.
- Review and monitor the implementation of a contract management system for the procurement process and provide technical support to user departments in contract management, in line with Baylor-Uganda procurement policy and guidelines and PPDA regulations.
- Develop, appraise, support and maintain a competent & motivated “procurement team” through giving constructive feedback, coaching and mentoring in line with the Human resources manual.
- Deputize the Procurement Manager in his or her absence
10.Supervise the Procurement Officers and undertake their performance appraisals for effective implementation of Baylor activities and compliance with the policy and guidelines.
Required Qualification, Experience and Competencies:
· A University degree in Procurement and Logistics Management, Business Administration (Procurement)or any other relevant first Degree;· Professional Qualifications (e.g. CIPS, CILT, NEVI, etc);· Team player with excellent communication skills (both oral and written) and with strong management and analytical skills. Computer application proficiency is strongly desirable
· Able to multi task and work under tight deadlines
· 5 – 7 years’ experience
· A Master’s Degree in Procurement and Supply Chain Management, Business Administration or any other related fields.
