About US:

The Regional Service Centre in Entebbe, Uganda (RSCE) was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support.

 

Job Summary:  On behalf of the Service Line, the Human Resources Officer provides administrative guidance to international staff of the client missions and the international and general service staff of the RSCE, in all administrative transactions, covering life and career events from pre-appointment to separation, while ensuring transparency, accuracy and ensuring full compliance with Staff Rules and Regulations.

 

Key Duties and Responsibilities: Within delegated authority, the Human Resources Officer will be responsible for the following duties:

  • Provides guidance and direction to the relevant service delivery areas.
  • Advises and supports managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources projects.
  • Keeps abreast of developments in various areas of human resources.
  • Administers Benefits and Entitlements.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Provides advice on salary and related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status.
  • Reviews policies and procedures and recommends changes as required.
  • Reviews and recommends level of remuneration for consultants.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts .
  • Prepares staff member entitlements including claims, danger pay, daily subsistence allowance, mission subsistence allowance for Government Provided Personnel and individual Uniformed Personnel, volunteer living allowance and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g., staff rules, financial regulations and rules, ST/A1 issuances or practices etc.
  • Processes entitlements benefits and payroll for international and national civilian staff and non-staff on behalf of Client Missions and/or the RSCE.
  • Support the Management of the Service Line as appropriate in business processes related to payroll, leave entitlements, contract extensions, other entitlements, separations and final payments for civilian staff, non-staff and uniformed personnel.
  • Manages processes related to onboarding, travel, payment of settling-in grants, check-in check-out and separation activities for civilian staff, uniformed personnel and non-staff, as well as installation and repatriation of recognized dependents.
  • Monitors and evaluates the effectiveness of related guidelines, staff rules, HR rules and regulations, practices and procedures, and makes recommendations through the Service Delivery Manager where necessary.
  • Processes and administers end to end entitlements and benefits of International staff members in the RSCE in an efficient and timely manner i.e. Personnel Administration of Contracts , Personnel administration of movements, Time Management and Separations.
  • Advises internal and external clients on Benefits and Entitlements, Staff Rules and Regulations and HR guidelines and promotes a collaborative and client-oriented approach.
  • Reviews and processes requests for entitlements and claims.
  • Assists the service line with administration and certification on the processing of benefits and entitlements processes in compliance with the Rules and Financial framework.
  • Reviews and revises HR policy guidelines relating to Benefits and entitlements as necessary.
  • Performs HR Administration of Benefits and Entitlements in UMOJA in line with the delegation of authority, maintains UMOJA entitlements and HR local contracts and administration roles.
  • Assists in the review and processing of data pertaining to conditions of service.
  • Processes check-in, check-out, induction, relocation/assignment grants); Prepare offers, issue Letters of Appointment (LoA), and PAs; Coordinates clearances with HQ and CPT; process DSA payments; Approves and creates profile for payroll; Releases payment by cheque or EFT.
  • Processes contract extensions, leave, salary entitlements and allowances for international civilian staff.
  • Initiates and approve personnel actions (PAs). Process renewal of contracts, review & processes requests for dependency benefits, reviews, processes, and updates time & attendance, R&R, annual leave, family-related emergency, sick leave, adoption leave.
  • Processes monthly payment order, danger pay, assignment grant and 2nd lump sum portion of assignment grant and releases payment.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Provides general office support services; drafts and/or processes a variety of correspondence and other communications.
  • Sets up and maintains reference files/records (electronic and paper).
  • Schedules appointments/ meetings, monitors deadlines, etc.
  • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
  • Maintains automated database containing HR related statistics and prepares periodic reports .
  • Assists in the preparation of necessary documentation for distribution to the service line and the client missions.
  • Performs a variety of administrative duties e.g. leave recording, request for office supplies and equipment, etc,
  • Provides guidance/training to less experienced staff.
  • Performs any other duties as required.


Qualifications, Skills and Experience:

  • The applicant for the United Nations Regional Service Centre Entebbe (RSCE) Human Resources Officer job must hold a High school diploma or equivalent. Required.
  • Completion of a specialized Umoja HR Partners training course and certification for designation as UMOJA HR Partner, or similar training and certification is desirable.
  • At least ten (10) years of experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to 5 years for the candidates who possess a first university degree.
  • Experience in application of UN Staff Rules and Regulations in an operational environment, or similar Staff rules and Regulations in an international organization or non-governmental organization is desirable.
  • Previous experience in administration of a broad range of entitlements and benefits using SAP or Umoja, or similar systems is desirable.
  • Solid knowledge of human resources policies practices and procedures and ability to apply them in an organizational setting is desirable
  • Languages: fluency in oral and written English is required; and knowledge of French is desirable.

Meets timeline for delivery of products or services to client.
